Qualifications

Project Officer, Energy Efficiency - PKC12577

Based within the Property, (Housing) Capital Projects and New Builds Team, a new and exciting opportunity has arisen for a Project Officer to support the Housing Service in meeting the net zero targets set by the Scottish Government and the priorities identified by Perth & Kinross Council in response to the Climate Change (Scotland) Act 2019, EESSH2, Housing to 2040, and the Heat in Buildings Strategy. The role involves supporting the planning, implementation, and management of various projects to achieve these aims.

Key Responsibilities
  1. Assist in programming work to ensure properties meet the EESSH2 standard by 2032, including refurbishment and regeneration options for hard-to-heat, end-of-life, and non-effective stock.
  2. Manage programmes of work to retrofit existing housing stock properties.
  3. Support the installation of new technologies in tenants' homes to enhance energy efficiency and promote behavioral changes.
  4. Complete funding bids and explore other funding solutions, including HEEPS ABS, Warm Homes Fund, and Decarbonisation Fund for Social Housing.
  5. Participate in innovative projects such as the Smart Cities Alliance and the Local Heat and Energy Efficiency Strategy (LHEES).
  6. Collaborate with external consultants to develop the Climate Change Strategy and support the development of capital delivery programmes to meet legal and strategic targets.
Requirements
  • HND level qualification in an appropriate building industry discipline or equivalent, with experience in building, construction, or housing projects.
  • Ideally hold a CIH Level 3 in Housing or equivalent.
  • Awareness of CDM Regulations and willingness to undertake training as a Principal Designer.
  • Strong project and programme management skills, with excellent IT skills for data management and reporting.
  • Ability to manage small-scale construction or housing capital projects.
  • Excellent communication skills, capable of engaging with a range of stakeholders including tenants and external agencies.
  • Flexible, well-organized, and able to work independently or collaboratively.
  • Empathetic and sensitive to tenant needs, with a valid UK driving license for travel across Perth and Kinoulls.
Responsibilities
  1. Support the management of the Council's Housing Capital Investment Programme to meet climate obligations and strategic targets.
  2. Develop projects aimed at achieving EPC Band D by 2025, Band C by 2030, Band B by 2032, and net zero emissions from heating by 2045.
  3. Prepare project briefs aligned with Council standards.
  4. Support procurement processes and manage project delivery ensuring compliance with health and safety legislation.
  5. Engage with tenants and partners to develop and communicate project opportunities.
  6. Draft reports and documentation for governance purposes.
  7. Assist in performance management and quality assurance of projects.
