Job summary

Royal Borough of Greenwich is recruiting a Project Manager to lead the Metering, Billing & Collection (MBC) Programme in Woolwich. This role oversees a large-scale heat network portfolio, contract management, tariff governance and regulatory compliance within a cross-departmental setting.

You will drive performance reporting, stakeholder engagement and the transition to a sustainable long-term operational service, aligning with housing, energy and regulatory objectives.

• Significant project management experience delivering complex programmes.
• Strong stakeholder management and influencing skills.
• Experience managing multiple workstreams, budgets and priorities.
• Excellent analytical and reporting capabilities.

Responsibilities

• Lead delivery of the Council's Metering, Billing & Collection Programme.
• Manage complex projects and cross-functional stakeholder relationships.
• Drive regulatory compliance and Ofgem readiness.
• Oversee contract performance, tariffs, billing and cost recovery.
• Develop governance frameworks, dashboards and performance reporting.
• Support the transition of heat network management into a long-term operational service.
