Would you like to play a key role in ensuring effective governance, reporting and decision-making on a nationally significant infrastructure programme within a complex operational environment?

Do you have 3-5+ years' experience in programme or project governance, including governance reporting, risk management, stakeholder engagement and change control?

Are you a sole UK national who either holds, or is eligible to obtain, SC Security Clearance and can work on-site in Scotland as required?

The Opportunity

An exciting opportunity has arisen for an experienced Governance & Reporting Manager to join a high-profile infrastructure and capability programme supporting critical operational assets and services. Working within a collaborative, multi-stakeholder environment, you will play a pivotal role in enabling effective governance, reporting, decision-making and stakeholder engagement across a complex programme landscape.

This position offers the chance to influence strategic outcomes, work with senior stakeholders, and help shape governance processes that support the successful delivery of major infrastructure projects. You'll be part of a highly professional team, operating in a challenging and rewarding environment where your expertise will directly contribute to programme success.

Your duties and responsibilities will be

- Lead and maintain governance frameworks, RACI matrices, process maps and ways of working.

- Coordinate governance activities to support effective programme management, control and decision-making.

- Develop and manage stakeholder engagement activities, ensuring effective communication across multiple stakeholder groups.

- Support and oversee programme change control processes, ensuring compliance and maintaining change logs.

- Prepare governance reporting, analyse programme data and provide clear insights to support decision-making.

- Maintain oversight of programme risks, assumptions, issues, dependencies and opportunities (RAIDO).

- Support governance boards and meetings by ensuring timely production of reports, documentation and decision papers.

- Manage lessons learned and knowledge management activities, ensuring best practice is captured and shared.

- Work closely with planning and project controls teams to ensure programme schedules and reporting remain accurate and up to date.

- Provide governance assurance and challenge where processes or standards are not being followed.

- Support project support functions, including secretariat activities, document control and reporting compliance.

- Deliver effective governance and reporting within a complex, fast-paced infrastructure environment.

You will have the following qualifications & experience:

- Minimum 3-5 years' experience within a governance, programme controls or project governance role.

- Strong understanding of governance, risk management, scheduling and project processes.

- Experience supporting large-scale infrastructure or capital delivery programmes.

- Strong stakeholder engagement and relationship management skills.

- Ability to analyse complex data and translate findings into concise senior-level briefings.

- Experience managing governance reporting, decision logs, actions and programme controls.

- Strong organisational and leadership skills.

- Experience working collaboratively within multidisciplinary teams.

- Proficient in Microsoft 365 applications.

- Experience using reporting and project management tools such as Power BI and Jira.

- Ability to obtain or hold SC Security Clearance.

- Sole UK National status due to security requirements.

It’s great if you also have the following

- Experience working within government, defence or regulated programme environments.

- Knowledge of government project delivery frameworks.

- Experience engaging and influencing executive-level stakeholders.

- Ability to work effectively within complex operational environments.

- Experience managing governance across multiple workstreams and stakeholders.

- Professional project management or programme management qualifications such as:

- APM Chartered Project Professional

- PMP

- Membership of a relevant professional body.

- Experience of working in highly regulated or security-sensitive environments.

The setting for the role

This role is based within a secure operational environment in Scotland, supporting a major infrastructure and capability programme. The position requires regular on-site attendance to facilitate workshops, governance meetings, stakeholder engagement and site activities, typically between two and four days per week depending on programme needs.

The successful candidate will work alongside programme delivery, project controls, planning and stakeholder management teams in a collaborative environment focused on delivering complex infrastructure outcomes. Due to the nature of the work, security clearance requirements will apply and occasional travel may be required.
