Job description

Reporting to the Senior Project Manager, the holder is responsible for developing and delivering the Heater and Front-end Manifold, T3 Turndown and related enabling works through Define and Execute stages. The holder is accountable for integrating engineering, procurement, construction, completions, pre-commissioning and commissioning activity to meet agreed HSE, schedule, cost, quality and technical performance targets. The role has a strong Project Manager bias: it owns end-to-end delivery, project controls, stage gate readiness, contract and procurement interfaces, assurance, stakeholder alignment and final handover to Operations. Construction management content is included where it supports the delivery strategy, execution planning and readiness of site works.

What does the day to day look like?
  • Lead Define and Execute stage activities for assigned major projects, ensuring clear scope, cost, schedule, risk, assurance and handover requirements are established before sanction and maintained through delivery.
  • Be accountable for end-to-end project delivery until final handover to Operations, coordinating engineering, procurement, construction, completions, pre-commissioning, commissioning and third-party delivery interfaces.
  • Promote and apply INEOS 20 Principles, 7 Life Saving Rules, SHE expectations, Control of Work requirements and applicable regulatory obligations, including CDM 2015 where relevant.
  • Develop and maintain the construction execution strategy, contracting strategy, integrated schedule, project controls framework, risk register, change control process and reporting cadence.
  • Challenge and mature project scope, specifications, design deliverables and execution assumptions to improve constructability, minimise TAR exposure and protect sanctioned cost and schedule commitments.
  • Coordinate model reviews, constructability reviews, design assurance, stage gate requirements, Class 2 TIC estimate inputs and AFC readiness, ensuring construction, completions and commissioning requirements are embedded early.
  • Work with procurement and contract stakeholders to support tendering, award, mobilisation, bulk material purchasing, storage, preservation, pre-fabrication, site installation and supplier performance management.
  • Define assurance requirements and work with discipline leads to develop SHE, QA/QC, completions, pre-commissioning and commissioning strategies for off-site and on-site works.
  • Manage interfaces with Asset, Operations, Major Events, Maintenance, Engineering, Construction, Commissioning, Procurement, Project Services, contractors and vendors to secure timely support for project implementation.
  • Monitor delivery performance, validate recovery plans where variance occurs and make recommendations that improve business performance, compliance, execution certainty and operational readiness.
what do I need?
  • Degree qualified engineer or equivalent
  • Relevant project delivery experience, with substantial experience in oil and gas, refining, petrochemical or equivalent major hazard environments.
  • Strong project management experience across Select, Define and Execute phases, including project controls, engineering delivery, construction strategy, procurement, commissioning and handover.
  • Working knowledge of CDM 2015, Control of Work, SHE management, QA/QC, completions, pre-commissioning and commissioning processes.
  • Experience managing EPC, EPCM, construction, fabrication and vendor interfaces within live operating facilities.
