Job Description

The M25 is one of our Flagship projects in the UK! It is the most used part of the UK Strategic Road Network with it seeing over 200,000 vehicles per day and it’s a critical infrastructure asset for personal and goods vehicles into and around our capital. The network includes around 800 structures and 5 tunnels, so it requires high levels of performance, constant improvement and repairs to keep it operating smoothly.

We’ve formed a Joint Venture project called Connect Plus Services (CPS) to work with our partners to widen, operate and maintain the M25 under a 30-year contract and looking for a Project Controls Manager to be responsible for developing and producing reliable management information on the CPS-managed investment programme and PM/PMO contractual performance for use internally and externally. The post holder will liaise with subject matter experts (e.g. Commercial Managers and Planners) who may already produce their own reporting, to ensure all PM & PMO reporting is aligned and consistent.

The role will also then be responsible for a regular reporting cycle to meet CPS management needs, as well as those of external stakeholders. The post holder will ensure reporting is produced in a timely manner and checked for the quality of content before being issued. The role will also take feedback on the reporting and continually improve as needed. The post holder will develop methods to automate reporting as far as possible, whilst maintaining quality in what is produced.

Key responsibilities:

  1. Development and continuous improvement of a suite of reporting for PM & PMO covering delivery performance and contractual compliance, identifying data sources for each report, data owners and quality criteria.
  2. Provision of project, portfolio and programme level reporting on the delivery programme to meet monthly reporting timescales, ensuring quality in the reported data.
  3. Development of contractual compliance reporting within PM & PMO covering response times to NH notices, performance improvement plan actions and other activities that may attract contract penalties to CPS. Reporting to be used by PM & PMO Leadership Team for monitoring and action tracking.
  4. Implementation of automation in the reporting processes where possible to reduce manual handling of information (leading to potential data errors), increase production speed and improve repeatability of reporting.
  5. Develop relationships with key stakeholders to understand their reporting requirements, take feedback on existing reports and improve for the future.
  6. Ensure that where reports identify actions that require follow up, that action owners are aware and that follow up actions are noted, and reports updated accordingly.
  7. Manage a small team of performance analysts, ensuring effective leadership, setting of clear performance objectives and developing a high performing team.
  8. Introduce of a Change Control capability within the PMO team, including a Project Change Register to the Community.
  9. Development and roll-out of an industry norm Project Risk Management capability.

Qualifications

  1. Educated to degree level in a technical or engineering-based discipline.
  2. Experience of working in a multi-stakeholder environment.
  3. Knowledge and experience of handling large volumes of data with the ability to summarise key points and trends.
  4. Experience of using analysis and reporting software tools.
  5. Experience of leading within a complex infrastructure-based organisation.
  6. Highly organised and able to handle many ongoing priorities without impact on outputs.
  7. Experience in managing and implementing change.
  8. Understanding of the Highway’s infrastructure environment and the roles of various stakeholders working within it preferred.
  9. Methodical and output focussed.
  10. Quality-driven approach, striving for Right First Time.
