Job summary

South Gloucestershire Council is seeking a SEND Programme Manager to lead the Special Educational Needs and Disability reform plan. You will monitor progress against the SEND programme plan and work with colleagues and external partners to deliver the programme on schedule, achieving DFE objectives and ensuring value for money.

You will collaborate with Local Authority partners, elected members and communities, deliver presentations to committees and stakeholders, and apply your knowledge of DFE

Qualifications

  • Degree in a relevant business subject or equivalent programme management experience and APMP qualification.
  • Commitment to CPD and staying updated on legislation and practices.
  • Extensive experience in a programme management role managing large complex projects.
  • Experience with project improvement tools, ability to meet strict deadlines, and manage heavy workloads.
  • Experience managing large programmes, preferably in Children Adults and Health, with knowledge of DFE processes.

Responsibilities

  • Monitor and review progress against the SEND programme plan and ensure targets are met.
  • Collaborate with Local Authority partners to agree delivery of SEND and AP programme.
  • Engage with elected members, stakeholders, communities and voluntary organisations.
  • Deliver presentations to internal committees, senior managers and external partners.
  • Share knowledge of DFE legislation and policy to support project delivery.

Job description

How you'll make a difference

As SEND Programme Manager, you will be responsible for managing and delivering the Special Educational Needs and Disability reform plan. Working with colleagues and external partners, you will ensure the programme is delivered effectively and on schedule by achieving key DFE objectives and providing value for money.

What you will be doing
  • It will be your responsibility to monitor and review progress against the SEND programme plan, and that targets are achieved within agreed outcomes.
  • Working closely and collaboratively with other Local Authority partners, you will agree delivery of the SEND and AP programme.
  • Liaising with elected members, stakeholder groups, local communities and voluntary organisations, you will achieve mutually supportive objectives.
  • You will be required to deliver presentations to internal committees, senior managers and external stakeholders and partners.
  • Sharing your knowledge of relevant DFE legislation, national and regional policy, you will have a strong input to project delivery and SEND deliverables.
What we need from you
  • You will hold a degree in a relevant business subject or equivalent programme management experience and hold the APM’s ‘Project Management’ APMP qualification.
  • We require you to undertake and demonstrate continuous professional development, to keep abreast of changes in working practices and legislation.
  • You must have extensive experience of working in a programme management role, including managing large complex projects.
  • It is essential that you have knowledge and experience of working with specific project improvement tools, have the ability to work to strict deadlines, manage a demanding workload and can prioritise accordingly.
  • You will be experienced in managing large programmes, preferably in the Children Adults and Health field, with knowledge of the statutory DFE processes required to deliver such programmes and projects.

  • This is being offered as a limited term contract or secondment opportunity until 1st August 2028.
