Hertfordshire Partnership University NHS Foundation Trust is seeking a Senior Programme Manager to lead complex transformation across health and social care partnerships, including mental health, learning disabilities and community services. You will work with senior leaders to design, implement and deliver programmes that improve lives and outcomes.

The role requires exemplary programme management, strong stakeholder engagement and the ability to manage cross‑organisational priorities.

Qualifications

  • Educated to Masters degree level or equivalent with experience in major transformational change.
  • PRINCE2 or other project/programme management qualification.
  • Significant experience leading large-scale transformation across organisational boundaries.

Responsibilities

  • Lead the design, development and delivery of major transformation programmes across the MHLDN Partnership.
  • Develop programme plans, delivery milestones, governance arrangements and reporting mechanisms.
  • Drive delivery of agreed objectives and ensure benefits realisation.
  • Identify and manage programme risks, issues and dependencies.
  • Build strong and productive relationships with senior stakeholders across health, care and community partners.
  • Champion co-production and ensure the voices of people with lived experience, carers and communities are embedded throughout programme development and delivery.
  • Prepare executive-level reports, presentations and assurance updates for boards and senior committees.

Job description

As Senior Programme Manager, you will play a pivotal role in delivering the Partnership's strategic ambitions through the leadership of complex, multi-agency transformation programmes. You will work closely with senior leaders across partner organisations to design, implement and deliver programmes that make a tangible difference to people's lives. This is a highly visible leadership role requiring strong programme management expertise, exceptional stakeholder engagement skills and the ability to navigate complex systems and competing priorities with confidence and credibility. The successful candidate will:

  • Lead the design, development and delivery of major transformation programmes across the MHLDN Partnership.
  • Develop programme plans, delivery milestones, governance arrangements and reporting mechanisms.
  • Drive delivery of agreed objectives and ensure benefits realisation.
  • Identify and manage programme risks, issues and dependencies.
  • Build strong and productive relationships with senior stakeholders across health, care and community partners.
  • Champion co-production and ensure the voices of people with lived experience, carers and communities are embedded throughout programme development and delivery.
  • Prepare executive-level reports, presentations and assurance updates for boards and senior committees.
    Are you an experienced programme leader with a track record of delivering complex transformation across organisational boundaries?, We are looking for an ambitious and collaborative leader who can demonstrate:
  • Significant experience of leading large-scale programmes, transformation initiatives or complex change projects.
  • Experience of delivering programmes across organisational boundaries and within partnership environments.
  • Strong programme and project management expertise, supported by a recognised qualification such as PRINCE2 or equivalent.
  • Experience of leading virtual and matrix-managed teams.
  • Outstanding communication, influencing and presentation skills.
  • The ability to engage confidently with senior leaders and executive stakeholders.
  • A collaborative, inclusive and compassionate leadership style.
  • Excellent organisational skills, resilience and the ability to manage competing priorities., Educated to Masters degree level or equivalent experience working at a similar level with experience of major transformational change programmes and projects
  • Prince2 or other project/programme management qualification, Significant experience of leading remote and virtual programme teams, delivering change, establishing teams and new ways of working with specific experience in matrix working and delivering against programme objectives at Executive level
  • Demonstrable strong and credible leadership to motivate stakeholders and experience in high level decision making
  • Experience of developing and delivering programmes in partnership and/or across organisational boundaries
