Job summary

Oxleas NHS Foundation Trust is seeking an experienced programme leader to drive neighbourhood health transformation in Greenwich. You will oversee cross-system workstreams, manage interdependencies and provide governance across a broad portfolio of projects.

The role requires master’s level education, PRINCE2/MSP qualifications and at least seven years in senior programme/ project roles, with strong stakeholder engagement and reporting skills.

• This is an exciting opportunity to play a key leadership role in supporting the implementation of neighbourhood health across Greenwich. We are seeking a highly motivated and experienced individual with a strong track record of leadership, change management and innovation, and with significant experience of working across services for people of all ages. The role will form part of a cross-system programme team, working alongside colleagues and workstream leads from across Health Greenwich Partnership organisations. The postholder will provide coherent programme oversight across these workstreams, ensuring effective coordination, management of interdependencies, and clear communication across the system. The role will be hosted by Oxleas NHS Foundation Trust and will be responsible to the Neighbourhood Health and Care Programme Senior Responsible Officers.
• Deliver significant transformation programmes and projects for Greenwich Integrated Neighbourhoods
• Manage the whole lifecycle of the neighbourhood programme, ensuring excellent governance throughout, including reporting on progress and managing risks and issues, escalating where necessary to SROs and boards
• Create and develop an overarching programme management framework and timelines for the completion of the identified work streams, ensuring these fit with the Integrator and organisational objectives., Provide a wide range of reports as required to a wide variety of audiences, showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist
• Responsible for the delivery of robust information systems to ensure that all programme and project documentation is stored and used effectively (PID, dashboards, highlight reports, risk and issue logs etc.)
• Support development of business cases and service models for bids, proposals, and developing new models of care as part of the integration agenda, working across partner organisations.
• Working to agreed objectives, work independently to co-ordinate programme activity (eg set up meetings, review of documentation etc) to ensure relevant people are involved in process and information is shared. Prepare programme and project plans to agreed methodology and organise workstreams to meet key milestones and maintain programme and project work plan reporting system to ensure all work stream activity is monitored.
• Lead on implementation of new models using expert project management skills to ensure delivery timescales are met. This will involve liaising with and advising people both within and outside the organisation, utilising negotiation skills to achieve deadlines.
• Co-ordinate and have oversight of the relevant identified work streams ensuring that they have a focus on the key tasks and have clear objectives and work plans, including interdependencies.
• To challenge, in a positive manner, current working practices, promoting a culture of continuous improvement. Provide and receive highly complex, sensitive, or contentious information; barriers to understanding; present complex, sensitive or contentious information to large and small groups.
• Analyse complex information across a range of inter-connected services and interpret information to identify solutions to complex issues to achieve milestones.
• Be responsible for the development and maintenance of the required trust wide project infrastructure.
• Provide leadership at a trust project management level to ensure the objectives of work streams are met and that individual projects do not work in isolation.
• Maintain a project documentation log and library.
• Deliver core programme and project management processes including status reporting; risk and issue identification and resolution; benefits realisation and change control.
• Oversee the planning of meetings, workshops and wider stakeholder forums, overseeing changes and amendments as necessary. Ensure that invitations to participate in these are sent to those best placed to affect results.
• Implement and evaluate model/s with continual prototyping to ensure an effective and sustainable model. For example, recruitment of patients and users, reimbursement models, development of guides (to ensure learning can be shared)
• Analyse and respond to changes affecting the progress of project work. For example, flexing the project plan requirements to meet changes in deadlines.
• Be responsible for the progress and successful completion of project work through successful organisation of own workload, priorities and deadlines.
• Be required to work flexibly to accommodate timely submission of bids.
• Working with the wider team, ensure resources are used effectively and within budget.
• Co-ordinate, analyse and summarise complex and abundant information to and be able to present this via writing and production of documents and presentations.
• Set up appropriate systems to ensure reliance on external parties eg sub-contractors are signed off appropriately, and deadlines are met.
• Undertake research as necessary to support new models of working and ensure consistency across Southeast London (SEL)
