Rate of Pay: £22 PAYE OR £28.09 Umbrella per hour

Working Hours: Full Time - Monday to Friday - 37 hours

Type: Temporary Role – 12 Weeks

As a member of the Commissioning Development & Procurement team, you will support the achievement of these key priorities, making a real difference to the lives of people in Shropshire.

The Commissioning Development & Procurement team provides a comprehensive strategic corporate procurement service and commissioning development support to the Authority, for a wide range of services, goods and works to support the development and delivery of the Shropshire Plan.

Overview of your role

Your role is to assist the Commissioning Development & Procurement Manager in providing a comprehensive strategic corporate procurement service to the Authority, for a wide range of services, goods and works to support the development and delivery of the Shropshire Plan.

Who will your manager be and what will you be responsible for?

  • reporting to the Commissioning Development & Procurement Manager who is in turn responsible for your health and safety, training and development.
  • expected to lead and/or contribute to a range of projects and build relations with both internal and external partners in order achieve specified outcomes but will not have direct authority over those involved.
  • responsible for completing within expected timescales all mandatory corporate and role specific training. Training requirements will be detailed in your corporate induction and Personal Development Plan (PDP). Courses are accessed via the council Learning Management System via the Intranet.

What will you be doing?

  • Helping to organise and manage tender and other procurement processes for the procurement of supplies, services and works (including advertisement, inviting tenders, evaluation of tenders and negotiations) as directed by the Commissioning Development and Procurement Manager and other Service Managers.
  • Assisting the Commissioning Development & Procurement Manager and relevant Service Manager in all contract queries relating to the provision of the service, which may include reviews, financial uplifts, termination etc.
  • Provide advice to officers across the Authority on compliance with relevant Procurement related legislation, the Authority’s Contract and Financial rules, the Authority’s Procurement Strategy and other policies and on general standards of ethics and probity in relation to procurement.
  • Assist in the development of strategies which support the achievement of the Authority’s objectives through procurement and contract support.
  • Assist in the category management of areas of expenditure and collate information, analyse data and assist in negotiating pricing structures and service standards which delivery Value for money to the Authority.
  • Prepare reports, interpret information and make recommendations for the Commissioning Development & Procurement Manager
  • Maintain records and update computerised information systems in respect of information pertaining to procurement and contracts.
  • Collect and analyse relevant management information on procurement across the Council. Monitor procurement against performance measures.
  • Support the achievements of departmental and divisional objectives as outlined in business plans and to work to relevant departmental, professional and national occupational standards
