Venesky-Brown’s client, a public sector organisation in Edinburgh, is currently looking to recruit a Procurement & Contract Management Officer for an initial 12-month contract with a salary of £39,668 - £43,656 per annum. The role offers hybrid working, with attendance expected two or three days a week.
Responsibilities:
- Procurement Support and Compliance: Provide advice on procurement matters, assess requirements to identify issues early, manage risk, ensure legislation compliance, and achieve efficiencies and value.
- Procurement Strategy Management: Manage an estimated annual procurement spend of around £2m by developing and implementing procurement strategies, policies, and procedures in compliance with legislation.
- Sustainable Procurement: Lead the implementation of the organisation’s Sustainable Procurement Action Plan, report progress, and prepare for the Procurement & Commercial Improvement Programme (PCIP) assessment.
- Contract Management: Chair meetings with managers to ensure contractual arrangements are in place, including major capital contracts; plan resources for procurement; maintain and review procurement and contracts registers to ensure value for money.
- Savings and Reporting: Deliver savings targets, report to senior leadership and government bodies on savings, produce spend reports, monitor budgets, and contribute to the Climate Change Report.
- Advice and Stakeholder Engagement: Provide procurement advice to management and external partners, foster good relationships, promote procurement best practices, and stay updated on legislation developments.
- Project Leadership: Lead significant procurement projects, including regulated procurements, conduct benchmarking, support specification development, evaluate tenders, and manage supplier debriefings.
- Procurement Criteria and Assessments: Ensure inclusion of relevant criteria, complete sustainability and security assessments, and consider community benefits and fair work practices.
- Partnerships and Representation: Liaise with public sector partners, represent the organisation at procurement forums, and ensure best outcomes.
- Contract Monitoring: Maintain a contract register, monitor KPIs, act as a gatekeeper for contract queries, and oversee all contractual arrangements.
- Qualifications and Experience: Hold relevant qualifications or equivalent experience, possess knowledge of public sector legislation, and have extensive procurement experience in the public sector.
