Job Title: Procurement Officer
Join our Finance Team as a Procurement Officer and contribute to the delivery of objectives outlined in the Procurement Section's Business Plan, aligned with the Council's corporate plan.
Principal Responsibilities
- Oversee the tendering and quotation processes, including evaluation, negotiation, recommending tenders to committees, and debriefing unsuccessful bidders.
- Provide procurement advice to Council officers, managers, and Directors regarding policies and procedures.
- Assist in preparing and reviewing specifications and tender documents.
- Maintain and review a register of all Council-wide goods, works, and service contracts.
- Manage procurement information related to policies, tender opportunities, contracts, and contract management on the Council's systems.
- Collaborate with external procurement bodies to identify potential collaborative purchasing opportunities.
- Support the Procurement Manager by providing procurement data and assurance to CLT, Committees, and the Council.
- Develop and nurture relationships with internal and external stakeholders, including public, private, and voluntary sectors, to foster improvements and continuous development.
- Monitor Council spending to identify opportunities for new or revised procurement initiatives.
- Support business areas in managing, monitoring, evaluating, and reviewing contracts to ensure quality, value for money, and compliance.
- Maintain the contract management framework to assess risks and monitor contracts effectively.
- Ensure procurement procedures comply with statutory requirements and best practices.
- Identify external changes that could impact Procurement Policies and report accordingly.
- Assist in developing, implementing, and reviewing Strategic Procurement Policies and Procedures.
- Research and advise departments on new products, services, suppliers, and procurement procedures.
- Undertake other duties as assigned to meet departmental needs.
- Deputise for the Procurement Manager as required.
- Be available to work outside normal hours as needed, with additional hours remunerated per Council policies.

- Perform other relevant duties, including working in different sections or during emergencies.
Qualifications & Experience
Essential:
- Minimum of 3 years' relevant procurement experience.
- Currently working towards or hold a qualification recognized by the Chartered Institute of Procurement and Supply.
OR
- At least 4 years' relevant procurement experience.
- Willing to pursue membership of the Chartered Institute of Procurement and Supply within 3 years of employment.
