Job summary

Harbour Healthcare Ltd. is seeking a Procurement Manager to lead group-wide strategies ensuring value for money, supplier performance, and regulatory compliance across our care home network.

You will manage supplier relationships, contracts, tenders, and governance while delivering cost savings and improving supply chain resilience across multiple sites.

Qualifications

  • CIPS Level 4 or higher or working towards it.
  • Degree or equivalent in Procurement, Supply Chain, Finance, or Business.
  • Minimum 5 years procurement experience.
  • Experience managing supplier contracts and negotiations.
  • Experience delivering measurable cost savings.
  • Multi-site procurement experience and strong stakeholder management.

Responsibilities

  • Develop and implement group-wide procurement strategies.
  • Deliver measurable cost savings and value improvements.
  • Identify opportunities for procurement efficiencies and standardisation.
  • Monitor market trends and supplier performance.
  • Lead contract negotiations and renewals; manage SLAs.
  • Provide supplier performance reviews and manage risks.
  • Develop category strategies across major spend areas.
  • Benchmark pricing and consolidate spend.
  • Track budget performance and procurement compliance.
  • Produce procurement reports for senior leadership.

Job description

The Procurement Manager is responsible for developing and implementing procurement strategies that deliver value for money, supplier performance, compliance, sustainability, and operational excellence across the care home group. The role ensures the organisation secures quality goods and services at competitive prices while supporting resident care, maintaining regulatory compliance, and achieving commercial objectives. The Procurement Manager will manage supplier relationships, contracts, tender processes, and procurement governance across all homes and support functions.

Strategic Procurement
  • Develop and implement group-wide procurement strategies.
  • Deliver measurable cost savings and value improvements.
  • Identify opportunities for procurement efficiencies and standardisation.
  • Monitor market trends and supplier performance.
  • Support business growth, acquisitions, and new home openings.
Supplier & Contract Management
  • Manage strategic supplier relationships.
  • Lead contract negotiations and renewals.
  • Ensure service level agreements (SLAs) are achieved.
  • Conduct supplier performance reviews.
  • Reduce supplier risk and improve supply chain resilience.
Category Management

Person Specification
Essential
  • CIPS Level 4 or above (or working towards).
  • Degree or equivalent experience in Procurement, Supply Chain, Finance, or Business.
Experience
  • Minimum 5 years procurement experience.
  • Experience managing supplier contracts.
  • Strong commercial negotiation skills.
  • Experience delivering measurable cost savings.
  • Multi-site procurement experience.
  • Strong stakeholder management capability.
