Job summary

NHS Kent & Medway is seeking a Procurement Manager to lead and deliver complex procurement and commissioning activities across the Integrated Care Board, ensuring compliance with Procurement Act 2023, PSR Regulations 2023 and NHS governance.

You will report to the Head of Procurement, manage a portfolio of projects across service areas, provide specialist procurement and commercial advice to commissioners and budget holders, and drive category management, planning and contract award activities.

Responsibilities

  • Lead end-to-end procurement projects from initiation through to contract award.
  • Develop procurement strategies and sourcing approaches appropriate to individual projects.
  • Prepare and manage procurement documentation, tender processes and evaluation activities.
  • Prepare procurement documentation including procurement strategies, specifications, invitations to tender, quotation documentation and evaluation templates.
  • Organise and facilitate tender evaluation processes
  • Ensure procurement exercises are delivered within agreed timescales and governance requirements.
  • Support development of business cases and procurement options appraisals.
  • Lead procurement project meetings and provide regular progress reports to stakeholders.
  • Manage multiple procurement projects concurrently across a range of service areas.
  • Ensure procurement benefits are identified, monitored and reported.

Job description

The Procurement Manager is responsible for leading and delivering complex procurement and commissioning activities across the Integrated Care Board (ICB), ensuring compliance with the Procurement Act 2023, Provider Selection Regime (PSR) Regulations 2023, NHS governance requirements and internal policies.

Reporting to the Head of Procurement, the postholder will manage a portfolio of procurement projects and categories, providing specialist procurement and commercial advice to commissioners, budget holders, programme leads and operational stakeholders. The role will support delivery of the ICB's procurement strategy, commissioning priorities, transformation programmes and financial objectives through effective category management, procurement planning, market engagement and contract award activities.
