NHS Lanarkshire is seeking an experienced Procurement Manager to lead high‑value, often complex procurement exercises with a focus on Digital/IT while applying public sector rules. You will demonstrate sound procurement judgement, stakeholder engagement and effective contract and supplier management.

This role involves planning, managing and delivering procurement workplans, supporting governance, and helping deliver value for money and service improvement across the board.

Qualifications

  • Degree level education and CIPS qualifications preferred.
  • Experience in public sector procurement and complex contracts.
  • Strong procurement judgement and stakeholder engagement.

Responsibilities

The Role

NHS Lanarkshire is seeking an experienced and motivated Procurement Manager to support the delivery of a key portfolio of procurement activity. While the role will have a particular focus on Digital/IT procurement, we welcome applications from candidates with strong procurement and commercial experience gained in other categories or sectors. You do not need to have worked exclusively in Digital or IT procurement to be successful in this role. We are particularly interested in candidates who can demonstrate sound procurement judgement, strong stakeholder engagement, effective contract and supplier management, and the ability to apply public procurement rules in a complex environment.


This is an exciting opportunity to take a lead role in planning, managing and delivering high value and often complex procurement exercises, supporting stakeholders across the Board to develop robust specifications, tender strategies, evaluation approaches and contract management arrangements. The post holder will contribute to the delivery of NHS Lanarkshire's strategic procurement workplan, support the implementation of national contracts where appropriate, and help ensure that procurement activity delivers value for money, compliance, sustainability and service improvement. You will be responsible for managing an assigned contracting workplan, supporting the development and implementation of procurement strategies, contributing to savings and value programmes, and ensuring procurement activity is undertaken in accordance with NHS Lanarkshire's governance arrangements, Standing Financial Instructions and relevant public procurement legislation.


Hybrid working will be available with this post.


In this key role, you will:


  • Will support the General Manager Procurement & Logistics in the execution of departmental objectives in relation to the development of strategic procurement and purchasing activities linking with all departments within the board to develop specifications, tender selection and award criteria and to manage all strategic procurement activity in accordance with the standing financial instructions and relevant public contracts legislation. The post holder will also manage post-award activity in terms of ongoing contract management and supplier management activities.

  • Take ownership of a contracting workplan and agree the priority areas for contracting and implementation on an annual cycle and review continuously throughout the financial year. Identify any potential to collaborate with other health boards where there are common requirements to optimise potential savings opportunities.

  • Have freedom to act within the parameters of the Standing Financial Instructions and Scheme of Delegation and associated standard operating procedures developed within the Procurement Department.

  • Direct line management of a strategic procurement team currently consisting of around three staff (ranging from band 4 to band 6), and indirect management of various NHS Lanarkshire members of staff who are often in senior positions who are stakeholders involved in the strategic sourcing activity through involvement in specification writing and evaluation of tender responses.


What You'll Bring:


  • Educated to degree level and in addition has post-graduate qualifications preferably from the Chartered Institute of Procurement and Supply (CIPS) to Advanced Diploma Level (Level 5) and ideally be working towards or will have gained Professional Diploma (Level 6) – MCIPS

  • The role requires excellent communication, negotiation and influencing skills, together with the ability to manage competing priorities and provide clear, professional procurement advice to a wide range of stakeholders.

  • Applicants should have procurement management experience, strong commercial and analytical skills, and a good understanding of procurement systems and processes.

  • Knowledge of public sector procurement, including the Public Contracts (Scotland) Regulations and the Procurement Reform (Scotland) Act, would be highly desirable, although candidates with transferable experience and a willingness to develop within the NHS Scotland procurement environment are encouraged to apply.

  • A driving licence is required; this must be a full UK/EU/EEA licence
