Job summary

Sea Global is partnering with a public sector organisation in the social housing sector to recruit a Procurement Manager in Birmingham. You’ll work on varied, high‑impact procurement projects and influence strategies across housing sector clients.

You’ll manage end‑to‑end procurements from strategy to contract award, lead regulated exercises (RFPs, tenders, evaluations, negotiations, supplier selection) and ensure compliance with the Procurement Act 2023 and PCR 2015, while advising stakeholders

Qualifications

• Extensive experience delivering end-to-end public sector procurements.
• Strong knowledge of PA23 and PCR2015.
• Excellent stakeholder management and influencing skills.

Responsibilities

• Manage end-to-end procurement projects from strategy through contract award.
• Lead regulated procurement exercises including RFPs, tenders, evaluations, negotiations and supplier selection.
• Ensure procurement activity complies with PA23 and PCR2015.

Role & Responsibilities

• Manage end-to-end procurement projects from strategy development through to contract award.
• Lead regulated procurement exercises, including RFPs, tenders, evaluations, negotiations, and supplier selection.
• Ensure procurement activity is compliant with the Procurement Act 2023 and Public Contracts Regulations 2015.
• Provide expert procurement advice and guidance to stakeholders throughout the procurement lifecycle.
• Build and maintain strong relationships with internal teams, clients, and suppliers, acting as a trusted procurement partner.
• Support housing sector clients in delivering commercially effective and compliant procurement solutions.

Experience & Requirements

• Proven experience managing end-to-end procurement projects within a public sector or regulated environment.
• Strong working knowledge of the Procurement Act 2023 (PA23) and Public Contracts Regulations 2015 (PCR2015).
• Excellent stakeholder management, communication, and influencing skills.
• Ability to manage multiple projects in a fast-paced environment while maintaining high levels of accuracy and compliance.
• A proactive and collaborative approach, with the ability to build credibility with clients and stakeholders.
