Procurement Contracting and Commercial Manager
Role Synopsis:
- This role is responsible for ensuring procurement activity compliance with the Development and Production Contract, aligning with business priorities, and adhering to procurement procedures and contract governance.
- Accountable for establishing procedures, processes, systems, procurement planning, and performance management.
- Acts as an interface to internal and external stakeholders and plays a key role in training/coaching secondees on procurement procedures, systems, and processes.
The Procurement Contracting and Commercial Manager will be based in the support team and will engage with the following procurement teams:
- Wells
- Operations
- Projects
- Indirect Procurement
All activities will comply with Iraqi laws, regulations, and The client’s Code of Conduct, Anti Bribery and Corruption, and Anti Money Laundering policies.
The role requires strong collaboration, commercial acumen, and alignment with business goals to deliver secure, compliant, competitive, and risk-managed procurement outcomes. The manager should exemplify business integrity, be adept at change management, show emotional understanding, and foster resilience.
Key Accountabilities:
- Deliver effective procurement risk management and manage conformance processes.
- Lead end-to-end risk and assurance processes, including CDD compliance.
- Lead annual planning and performance management for the procurement leadership team.
- Optimize the commercial performance of contracts across Iraq procurement.
- Execute contracting and procurement plans to support regional activities.
- Manage procurement processes and systems, ensuring they are optimized and support cost recovery.
- Oversee project contract models and governance processes.
- Develop interfaces between procurement teams to deliver long-term contracting plans.
- Identify value opportunities within current contracts and develop plans to address them.
- Develop and implement a Local Content Strategy for the supply chain.
- Lead and develop the procurement team to meet ongoing and future needs.
- Support regional special projects as needed.
Essential Education:
- University degree in Procurement, Engineering, or related discipline; professional qualification such as CIPS or CPM preferred.
Essential Experience and Job Requirements:
- Strong business acumen and a track record of collaboration and delivering agile solutions.
- Broad procurement experience in oil and gas categories, including leadership roles.
- Experience leading teams through complex, multi-stakeholder environments.
- Deep understanding of procurement and supply chain standards, processes, and frameworks.
- Knowledge of regional requirements, planning/execution processes, and approval procedures.
- Excellent communication skills and ability to build trust-based relationships.
- Ability to work under pressure, prioritize, and support decision-making.
Desirable Criteria:
- Postgraduate qualification related to procurement, e.g., CIPS or CPM.
