PROCUREMENT & CONTRACT MANAGEMENT OFFICER - OUTSIDE IR35 - 12 MONTH FIXED TERM
One of Lorien's Edinburgh-based clients is looking for an experienced Procurement and Contract Manager to join their team on a fixed 12-month contract, working 2-3 days in Edinburgh offices per week.
Operational Management Accountabilities
- Qualification in a relevant discipline or equivalent experience
- Monitor, register, and manage all commercial arrangements
- Knowledge of Public Sector and National Legislation and experience in conducting complex procurement exercises
- Significant experience in public sector purchasing and procurement
Core Activities
- Provide support and advice on procurement matters, assessing corporate, business, and operational requirements to identify issues early, focusing on risk management, legislation compliance, efficiency, and value for money.
- Manage and influence procurement spend by developing and implementing Corporate Procurement Strategy, Policies, and Procedures, ensuring legislative compliance.
- Lead on Sustainable Procurement Action Plan implementation and report progress to the Scottish Government; prepare for PCIP assessment.
- Chair meetings with managers to ensure contractual arrangements are in place, including major contracts; plan resources for procurement; maintain and review procurement and contracts registers; ensure best value in terms of cost, quality, and sustainability.
- Deliver savings and benefits, meet annual targets, and improve contract and supplier management.
- Report to SLT, Board, and Scottish Government on savings, produce spend reports, monitor budget, and highlight areas for improvement, including Climate Change reporting.
- Provide procurement and contractual advice to management and external partners, fostering good relationships and promoting procurement best practices.
- Lead significant procurement projects, including regulated procurements, market research, specification development, tender evaluations, and supplier debriefings.
- Ensure inclusion of relevant criteria in procurement exercises, considering Fair Work First, environmental, community benefits, and conducting assessments like Sustainability Tests and Cyber Security reviews.
- Liaise with public sector partners and represent the organization at procurement forums to ensure optimal outcomes.
- Maintain a contract register, monitor contract KPIs, and act as a point of contact for contract-related queries.
