Job summary

Qualifications

• Degree or Diploma in Environmental Health, or a relevant Housing qualification.
• Proven management or team leadership experience within Private Sector Housing or Housing Enforcement service.
• Proven experience in Private Sector Housing enforcement within a Local Authority setting.
• Up-to-date knowledge of housing legislation, HHSRS and enforcement procedures.
• Experience dealing with HMO licensing and housing conditions.
• Experience with Civil Penalty Notices and other housing enforcement tools.
• Strong communication, leadership and report-writing skills.
• Ability to manage complex cases and provide technical direction to officers.

Responsibilities

• Leading and managing a team of Private Sector Housing Enforcement Officers.
• Providing day-to-day supervision, technical guidance and support to the enforcement team.
• Overseeing complex housing enforcement cases and ensuring appropriate action is taken.
• Carrying out HHSRS inspections and assessments where required.
• Investigating complaints relating to disrepair and poor housing conditions.
• Enforcing housing legislation, including HMO licensing and management regulations.
• Preparing and serving statutory notices and leading on enforcement action.
• Supporting the use of Civil Penalty Notices (CPNs) and other appropriate enforcement measures.
• Taking effective action against landlords and property owners who fail to meet their legal responsibilities.
• Monitoring team performance, caseloads and case progression.
