Essential Employment seeks a Principal Officer for Licensing in the West Midlands. The role focuses on coordinating and supervising a team of licensing officers, providing expert licensing guidance to Members, partners and the public, and advising on Premises Licence applications while monitoring enforcement and compliance.

The position is full-time hours on a temporary basis, offering the opportunity to support public protection through effective licensing governance.

Qualificações

• Experience supervising a team of officers in a licensing context.
• Strong knowledge of licensing matters and related legislation.
• Ability to engage with Members, partners and the public on licensing issues.
• Experience coordinating enforcement activities and inspections.

• Provide specialised technical advice and education to Members, partners, the public and Businesses on licensing matters.
• Advise on Premises Licences applications and assess objections on statutory grounds.

• Supervise inspections to ensure compliance with licensing laws and handle complaints.
• Support the Licensing and Support Manager in implementing the service plan and fulfilling statutory functions.

Main Duties and Responsibilities

• To co-ordinate, supervise, monitor and manage the operational work and performance of a team of professional officers in the Licensing area.
• To provide specialised technical advice and education to Members, partners and agencies, the general public and Businesses on licensing matters.
• With respect to applications for Premises Licences to advise the Licensing and Support Manager who is the “Responsible Person” for the purposes of the Licensing Act and assess and inform whether an objection to an application should be made on one of statutory grounds.
• To supervise the carrying out of the enforcement duties under the relevant provisions of licensing legislation.
• To supervise and undertake as necessary inspections’ for the purpose of ensuring compliance with the relevant legislation and to deal with complaints as and when necessary.
• To assist and support the Licensing and Support Manager in implementing the service plan and ensuring the service fulfils its statutory functions and the wider public protection role.
