The opportunity
Join our London office as a Principal Kerbside & Traffic Consultant and take a senior technical, client and commercial leadership role within our Engineering & Kerbside team. You’ll lead complex parking, kerbside and traffic commissions for local authorities, combining technical design, statutory and policy expertise, project management and strategic advice. You’ll shape projects from initial brief and policy development through feasibility, consultation, design, traffic orders and implementation, while supporting the growth and technical development of the wider team.
About the role
As a Principal Kerbside & Traffic Consultant, you will lead complex and high-profile commissions, provide senior technical and policy advice and take responsibility for client relationships, commercial performance and quality assurance. You’ll oversee multidisciplinary projects covering parking policy and strategy, kerbside management, traffic engineering, statutory processes and implementation. You’ll review and approve key reports and designs, develop scopes and fee proposals, lead bids and framework submissions, mentor the team and help shape Citisense’s Engineering & Kerbside offer.
Your contribution
You’ll provide senior technical and professional judgement across the full kerbside and traffic project lifecycle, combining detailed knowledge of design and statutory processes with an understanding of policy, governance, client priorities and commercial delivery. As a senior member of the team, you’ll also help grow client accounts, develop new commissions, strengthen technical standards and mentor colleagues.
As a Principal Kerbside & Traffic Consultant, you will:
- Lead complex and high-profile parking, kerbside, traffic management and sustainable transport commissions from early strategy and feasibility through design, statutory processes and implementation.
- Provide senior technical advice on CPZs, parking controls, loading and servicing, School Streets, moving traffic measures, traffic management, road safety, enforcement considerations and wider kerbside allocation.
- Set the technical approach for projects and oversee the production and checking of CAD/GIS designs, traffic order plans, signs and road marking layouts, schedules and implementation documentation.
- Lead major parking and kerbside reviews, feasibility studies and option appraisals, ensuring recommendations are supported by robust survey, operational and policy evidence.
- Lead and review parking, kerbside and traffic strategies, policy documents, technical reports, committee reports, business cases, member briefings and consultation reports.
- Provide authoritative advice on relevant legislation, statutory processes, national guidance and local authority policy, including the interaction between design, TRO/TMO requirements, enforcement and implementation.
- Oversee complex TRO/TMO and consultation programmes, providing advice on objections, scheme amendments, governance and delivery risks.
- Act as senior client lead for key accounts, understanding client priorities, advising senior officers and stakeholders and maintaining trusted long-term relationships.
- Manage commercial performance across commissions, including scope, programme, budget, resources, forecasting, risk, variations and quality assurance.
- Develop scopes, methodologies, programmes and fee proposals for complex commissions and lead or make significant contributions to bids and framework submissions.
- Identify and develop new work with existing and prospective clients and support longer-term account and service growth.
- Provide technical review and quality assurance of reports, designs, recommendations and statutory-process outputs produced by the team.
- Line-manage and mentor senior consultants, consultants, graduates and technicians and support professional development and succession planning.
- Work with other Citisense teams to develop integrated solutions combining engineering, transport planning, engagement, traffic orders, surveys, data and technology.
- Contribute to the development of Citisense’s Engineering & Kerbside service through knowledge sharing, improved processes, innovation and industry engagement.
We’re looking for someone with
- A relevant degree, qualification or equivalent practical experience in transport planning, traffic engineering, civil engineering, parking, highways or a related discipline.
- Experience working on UK parking, kerbside, traffic management or highway projects.
- A good understanding of relevant traffic and parking legislation, statutory processes, standards and guidance.
- Strong written and verbal communication skills, including the ability to produce clear reports and recommendations.
- Experience working with clients, stakeholders and multidisciplinary project teams.
- The ability to manage priorities and deliver high-quality work to agreed programmes.
- Substantial experience leading complex parking, kerbside and traffic commissions for UK local authorities or comparable public-sector clients.
- Strong technical knowledge of parking and traffic scheme design, TRO/TMO processes and the legislative and policy environment.
- Proven experience leading client relationships and advising senior officers and stakeholders.
- Strong commercial experience including fee proposals, project financial management, variations, bids and business development.
- Experience leading, mentoring and technically assuring multidisciplinary teams.
Desirable Experience and Skills
- Experience working for or closely with London boroughs, combined authorities or other UK local authorities.
- Experience of CPZ reviews and design, parking stress and occupancy analysis, loading and servicing studies and kerbside allocation.
- Experience preparing, reviewing or implementing TROs/TMOs and associated schedules, notices and plans.
- Experience of School Streets, moving traffic restrictions, road safety, active travel, 20mph or traffic calming schemes.
- Experience of parking and kerbside strategy or policy development and translating policy objectives into deliverable schemes.
- Experience of public consultation, stakeholder engagement and working in politically sensitive environments.
- Proficiency in AutoCAD, QGIS/ArcGIS, KeySIGN/KeyLINES or similar traffic and parking design software.
- Experience using data visualisation or analysis tools such as Power BI.
- Knowledge of construction-stage delivery, procurement and contractor coordination.
- Professional membership of CIHT, TPS, ICE or another relevant institution.
