The opportunity
Join our London office as a Senior Highways Engineer within our Engineering & Kerbside team. You’ll take a leading role in the design and delivery of complex highways, active travel, public realm, parking and sustainable transport projects, while acting as a trusted technical and project adviser to our local authority and public-sector clients.
About the role
This is a broad consultancy role combining highway engineering, project management, report writing, client management and commercial responsibility. You’ll lead schemes and workstreams from feasibility through detailed design and delivery, prepare and review reports and recommendations, contribute to policy and strategy work, and support the growth of client accounts through high-quality delivery and well-developed fee proposals.

You’ll bring strong engineering judgement, project ownership and client awareness. You’ll be trusted to lead commissions and workstreams, develop junior colleagues and contribute to both technical quality and the commercial success of the team.
As a Senior Highways Engineer, you will:
- Lead the engineering design and delivery of highways, active travel, junction, street, parking, kerbside and public realm schemes from feasibility through detailed design, technical approval and construction support.
- Act as technical lead on schemes, setting the engineering approach and reviewing drawings, specifications, reports and recommendations to ensure outputs are safe, buildable and high quality.
- Lead the preparation of feasibility studies, option appraisal reports, design reports, technical notes, presentations and recommendations for clients.
- Provide engineering input into transport strategies, policies, business cases, funding submissions and wider multidisciplinary reports.
- Manage project scope, programme, budget, resources, risk, change and quality, including agreeing and managing variations where appropriate.
- Act as a day-to-day client contact, lead meetings and design reviews, present options and recommendations and manage expectations in a commercially aware way.
- Lead and coordinate project teams, including consultants, graduates, technicians and apprentices, providing technical direction, checking and mentoring.
- Lead design risk management and support CDM 2015 Principal Designer duties, Road Safety Audit responses, technical approvals, statutory processes and construction-stage support.
- Develop scopes, resource plans, programmes and fee proposals for new and existing commissions.
- Support bids, framework submissions, interviews and other business development activities.
- Identify opportunities for repeat work and account growth through strong client relationships and understanding of client priorities.
- Work collaboratively across Citisense to develop integrated engineering, kerbside, transport planning, survey and technology solutions.
We’re looking for someone with
- A relevant degree, or equivalent qualification and experience, in civil engineering, highways, transport engineering or a related discipline.
- Significant experience in the design and delivery of UK transport infrastructure projects, including leading schemes through multiple design stages.
- Strong knowledge of highway and public realm design, technical approvals, CDM 2015, design risk management and relevant UK standards and guidance.
- Proven experience producing and reviewing high-quality technical reports, feasibility studies and option appraisals.
- Strong project management capability, including programme, budget, resource, risk, change control and quality management.
- Proven client-facing experience, including leading meetings, presenting recommendations and managing client relationships.
- Experience supervising, mentoring and checking the work of junior staff.
- Commercial awareness, including experience developing fee proposals, scopes and project variations.
- Excellent written, verbal and presentation skills.
- Incorporated or Chartered status, or demonstrable progress towards chartership, with an appropriate professional institution.
Desirable Experience and Skills
- Experience working for, or closely with, UK local authorities, combined authorities or other public-sector clients.
- Experience of public consultation, stakeholder engagement or co-design for transport schemes.
- Knowledge of Road Safety Audit processes, accessibility and equality considerations within scheme development.
- Experience of traffic orders, technical approvals, utility coordination, S278/S38 processes or construction-stage support.
- Experience using AutoCAD and vehicle tracking software; KeySIGN, GIS or similar software would be advantageous.
- Professional membership of an appropriate institution such as CIHT, ICE or IHE.
- Experience of NEC contracts, procurement and collaboration with contractors.
- Experience contributing to business development, client account growth or wider service development.
