Job summary

Search Consultancy LTD is recruiting a Pre-Construction Manager to lead tendering and option development for rail, civil and infrastructure projects across Scotland. You will drive early-stage enquiries through to contract award, coordinating estimating, commercial inputs and project strategies.

You will manage multidisciplinary teams, develop tender programmes, assess risks, and secure opportunities with clients and consultants.

Qualifications

• Proven experience in Pre-Construction, Bid Management or similar in civil engineering, rail or infrastructure.
• Strong knowledge of tender management, estimating processes and construction methodologies.
• Experience coordinating multidisciplinary teams and managing multiple tenders to tight deadlines.

Responsibilities

• Lead the pre-construction process from enquiry through to submission and award.
• Coordinate preparation and submission of competitive tenders meeting client requirements and deadlines.
• Work with estimating, commercial, engineering and operations to develop cost-effective, technically robust solutions.
• Review tender docs, specs, drawings and contract requirements to identify risks, opportunities and constraints.
• Develop tender programmes, construction methodologies, risk assessments and procurement strategies.
• Build and maintain relationships with clients, consultants, subcontractors and internal stakeholders to support business development.

We are working with a well‑established civil engineering and infrastructure contractor to assist them in hiring a Pre-Construction Manager for their growing team in Scotland.

This is an excellent opportunity to join a respected business delivering a diverse range of rail, civil engineering and infrastructure projects across Scotland. The successful candidate will play a pivotal role in shaping projects from initial opportunity through to contract award, leading tendering activities, coordinating technical and commercial inputs, and developing robust, competitive proposals. As the Pre-Construction Manager, your responsibilities will include but are not limited to:

• Leading the pre‑construction process from initial client enquiry and tender invitation through to submission and contract award.
• Managing the preparation, coordination and submission of competitive tenders, ensuring all proposals meet client requirements and submission deadlines.
• Working closely with estimating, commercial, engineering and operational teams to develop cost‑effective and technically robust solutions.
• Reviewing tender documentation, specifications, drawings and contract requirements to identify risks, opportunities and project constraints.
• Developing tender programmes, construction methodologies, risk assessments and procurement strategies to support successful bid submissions.
• Building and maintaining strong relationships with clients, consultants, subcontractors and internal stakeholders to support business development and secure future work.

The successful applicant will be able to demonstrate:

• Proven experience in a Pre‑Construction Manager, Bid Manager, Estimating Manager or similar role within civil engineering, rail or infrastructure.
• Strong knowledge of tender management, estimating processes, construction methodologies and project delivery requirements.
• Experience coordinating multidisciplinary teams and managing multiple tender submissions to tight deadlines.
• A good understanding of commercial and contractual arrangements, including NEC contracts, risk management and cost planning.
• Excellent communication, leadership, negotiation and organisational skills, with a commercially focused approach to securing new business.
