Job summary

United Infrastructure Group is seeking a confident Pre-Construction Manager to lead social housing projects in Warrington. You will drive the pre-construction process from enquiry to contract award, coordinating estimating, commercial, operational and SHEQ functions, and ensuring robust planning and risk management.

The role requires expertise in refurbishment, retrofit, decarbonisation and housing maintenance, plus strong stakeholder management and client liaison capabilities.

Qualifications

• Experience in Pre-Construction, Bid Management or Project Management in social housing, construction or planned maintenance.
• Knowledge of refurbishment, retrofit, decarbonisation and housing maintenance projects.
• Strong stakeholder management and communication skills.
• Commercial awareness with tendering and bid processes.
• Ability to manage multiple projects and deadlines simultaneously.
• Full UK driving licence.

Responsibilities

• Lead the pre-construction process from tender receipt through to contract award.
• Coordinate bid submissions with deadlines and quality standards.
• Coordinate estimating, commercial, operational and SHEQ functions.
• Develop delivery strategies, programmes, logistics plans and resource requirements.
• Build relationships with clients, consultants and supply chain partners.
• Identify project risks and opportunities and develop mitigation plans.
• Support contract mobilisation and handover to operational teams.
• Review tender documentation and ensure compliance with client requirements.
• Contribute to presentations, interviews and client meetings.
• Drive continuous improvement across pre-construction activities.
