Job summary

UI Social Infrastructure Limited is seeking an experienced Pre-Construction Manager to lead social housing projects from enquiry to contract award. You will ensure robust planning, pricing, risk management and stakeholder engagement while coordinating estimating, commercial, operational and SHEQ functions.

This role requires strong bid management, the ability to handle multiple projects, and a full UK driving licence.

Qualifications

• Proven experience in a Pre-Construction, Bid Management or Project Management role within social housing, construction or planned maintenance.
• Strong understanding of refurbishment, retrofit, decarbonisation and housing maintenance projects.
• Excellent stakeholder management and communication skills.
• Commercially aware with experience of tendering and bid processes.
• Ability to manage multiple projects and deadlines simultaneously.
• Full UK driving licence.

Responsibilities

• Lead the pre-construction process from tender receipt through to contract award.
• Manage bid submissions, ensuring deadlines and quality standards are achieved.
• Coordinate internal teams including estimating, commercial, operational and SHEQ functions.
• Develop delivery strategies, programmes, logistics plans and resource requirements.
• Build and maintain strong relationships with clients, consultants and supply chain partners.
• Identify project risks and opportunities and develop mitigation plans.
• Support contract mobilisation and handover to operational teams.
• Review tender documentation and ensure compliance with client requirements.
• Contribute to presentations, interviews and client meetings.
• Drive continuous improvement across pre-construction activities.
