Job summary

United Infrastructure Group is seeking a Pre-Construction Manager to lead all aspects of the pre-construction phase for projects based from our Walsall, Warrington, or Trafford offices. You will drive early-stage planning, champion design coordination, and ensure compliant, value-driven delivery from the outset.

The role requires strong experience in refurbishment, retrofit, and high-rise residential schemes, with expertise in Building Safety Act 2022, Approved Document B, PAS 9980, and BIM

Qualifications

• Requires degree in construction management, architecture, engineering or similar.
• Membership or working toward CIOB/RICS or equivalent.

Responsibilities

• Drive progress and decision‑making in pre‑construction.
• Support bid submissions and client presentations.
• Coordinate across design, compliance and delivery teams to align on scope and schedule.

Job Description

Location: Based from either our Walsall, Warrington, or Trafford office.

Pre‑Construction Manager – Lead all aspects of the pre‑construction phase, ensuring projects are set up for success from day one.

Experience in planned works is essential, along with a proven background in refurbishment, retrofit, and high‑rise residential schemes.

Technical & Industry Expertise

Strong technical capability, including:

• In‑depth knowledge of fire safety regulations:
  • Building Safety Act 2022
  • Approved Document B
  • PAS 9980
  • BS 8414
• Experience in design coordination and value engineering during pre‑construction.
• Strong ability to interpret, critique, and challenge architectural and engineering drawings.
• Experience providing pre‑construction input on:
  • Refurbishment projects
  • Retrofit schemes (including energy efficiency and decarbonisation)
  • High‑rise buildings

Project & Commercial Acumen

Early‑stage project planning including:

• Procurement strategies
• Supply chain engagement
• Supporting QS teams with cost planning and budget development

Experience working with:

• Public sector clients
• Framework agreements
• GLA and DLUHC‑funded schemes

Stakeholder & Team Management

Excellent communication and coordination skills with:

• Clients
• Design consultants
• Internal commercial, design & delivery teams

Key responsibilities include:

• Driving progress and decision‑making
• Supporting bid submissions and client presentations
• Cross‑functional collaboration to ensure design, compliance & delivery alignment

Regulatory & Compliance Awareness

Strong understanding of:

• Building Control processes, including Gateway 2 submissions
• Golden Thread principles and digital record‑keeping
• Resident engagement requirements under the Building Safety Regulator

Qualifications

Degree in Construction Management, Architecture, Engineering, or similar.

Membership of CIOB, RICS, or similar professional body.

Technical Tools proficiency

• MS Project
• BIM platforms (e.g., Revit, Navisworks)
• Document control systems (e.g., Aconex)
