Job summary

United Living Group seeks a highly experienced Pre-Construction Manager to lead all aspects of the pre-construction phase, ensuring projects are set up for success from day one. Based from Walsall, Warrington, or Trafford offices, you will coordinate design, risk, and procurement strategies for refurbishment, retrofit, and high-rise residential schemes.

You will interpret drawings, challenge architects and engineers, and support bid submissions with clients and delivery teams, while upholding

Qualifications

  • Degree in Construction Management, Architecture, Engineering, or similar.
  • Membership of CIOB, RICS, or similar professional body.
  • Proficiency in MS Project, BIM platforms (Revit, Navisworks) and document control systems (Aconex).

Responsibilities

  • Leading design team meetings and coordinating with design consultants.
  • Driving progress and decision-making in pre-construction.
  • Supporting bid submissions and client presentations.
  • Cross-functional collaboration to ensure design, compliance and delivery alignment.

Job Description
Pre‑Construction Manager

Location: Based from either our Walsall, Warrington, or Trafford office.

We are seeking a highly skilled and experienced Pre‑Construction Manager to join our team. In this pivotal role, you will lead all aspects of the pre‑construction phase, ensuring projects are set up for success from day one.

Experience in planned works is essential, along with a proven background in refurbishment, retrofit, and high‑rise residential schemes.

Technical & Industry Expertise

We’re looking for someone with strong technical capability, including:

  • In‑depth knowledge of fire safety regulations:
    • Building Safety Act 2022
    • Approved Document B
    • PAS 9980
    • BS 8414
  • Experience in design coordination and value engineering during pre‑construction.
  • Strong ability to interpret, critique, and challenge architectural and engineering drawings.
  • Experience providing pre‑construction input on:
    • Refurbishment projects
    • Retrofit schemes (including energy efficiency and decarbonisation)
    • High‑rise buildings
Project & Commercial Acumen
Proven Capability In Early-stage Project Planning, Including
  • Scope definition
  • Risk identification & mitigation
  • Programme development
Strong Understanding Of
  • Procurement strategies
  • Supply chain engagement
  • Supporting QS teams with cost planning and budget development
Experience Working With
  • Public sector clients
  • Framework agreements
  • GLA and DLUHC‑funded schemes
Excellent Communication And Coordination Skills With
  • Clients
  • Design consultants
  • Fire engineers
  • Internal commercial, design & delivery teams
Key Responsibilities Include
  • Leading design team meetings

Regulatory & Compliance Awareness
A Strong Understanding Of
  • Building Control processes, including Gateway 2 submissions
  • Golden Thread principles and digital record-keeping
  • Resident engagement requirements under the Building Safety Regulator
Qualifications
