Job summary

City Site Solutions Ltd is seeking a Pre-Construction Manager to secure and develop opportunities, steering tender processes from enquiry to handover. The role is split 50/50 between design-and-build tender management and design development plus project support, with office-based work and regular site/meetings across London and the Southeast.

You will lead tender submissions, manage external design teams, coordinate planning and procurement, and ensure compliance with safety and regulatory

Qualifications

  • Minimum 5 years' experience in a Pre-Construction, Design Manager, Bid Manager or similar role.
  • Strong Design & Build experience across major projects and client sectors.

Responsibilities

  • Lead tender opportunities from enquiry to submission, ensuring accuracy and deadlines.
  • Coordinate design development, buildability reviews and value engineering.
  • Manage relationships with clients, consultants, architects and suppliers.
  • Develop cost plans, procurement strategies and tender analyses.
  • Ensure compliance with CDM, regulations and contract requirements.

Job description

Pre- Construction Manager

Our client is established principal contractor delivering high-quality construction and refurbishment projects across London and the Home Counties

Role Overview

The Pre-Construction Manager will play a key role in securing and developing new business opportunities, managing the tender process from initial enquiry through to project handover.

The role will be split approximately:

  • 50% Design & Build Tender Management
  • 50% Design Development & Project Support

This is primarily an office-based role, with regular visits to prospective sites, client meetings, consultant meetings, and supply chain partners across London and the Southeast.

Tender & Bid Management
  • Review tender documentation and client requirements.
  • Assess project risks, opportunities and constraints during tender stage.
  • Prepare tender programmes and pre-construction schedules.
  • Coordinate and manage the tender process from receipt to submission.
  • Liaise with clients, consultants, architects and design teams.
  • Obtain and evaluate subcontractors and supplier quotations.
  • Lead tender settlement meetings and value engineering exercises.
  • Identify commercial and technical risks within tender documentation.
  • Prepare comprehensive tender submission documents.
  • Ensure submissions are completed accurately and within deadlines.
Design & Build Management
  • Manage Design & Build projects throughout the pre-construction phase.
  • Coordinate external consultants, architects, structural engineers, and specialist designers.
  • Review design information for buildability, compliance, and value engineering opportunities.
  • Ensure designs meet client requirements, statutory obligations and budget constraints.
  • Manage design programmes and design deliverables.
  • Coordinate planning, building control and regulatory requirements where required.
  • Facilitate design team meetings and maintain action trackers.
  • Support project teams during mobilisation and handover.
Project Development & Client Engagement
  • Attend client presentations and project interviews.
  • Develop relationships with existing and prospective clients.
  • Support the identification and development of new business opportunities.
  • Contribute to project strategy and procurement planning.
  • Assist in the preparation of presentations and project proposals.
Commercial & Procurement Support
  • Work closely with the Commercial Team to develop robust cost plans.
  • Review procurement strategies.
  • Support subcontractor selection and tender analysis.
  • Assist in supply chain engagement and management.
  • Identify cost-saving opportunities whilst maintaining quality and compliance.
Health, Safety & Compliance
  • Ensure Health & Safety considerations are incorporated at the earliest stages of project development.
  • Review project-specific health and safety requirements.
  • Support compliance with:
  • CDM Regulations
  • Building Regulations

Essential Experience
  • Minimum 5 years' experience in a Pre-Construction, Design Manager, Bid Manager, Project Manager or similar role.
  • Strong Design & Build experience.
  • Previous experience within:
  • Healthcare
  • Education
  • Government/Public Sector
  • Experience delivering projects within London and the South East.
  • Proven track record managing tender submissions and winning work.
  • Experience coordinating multidisciplinary design teams.
  • Strong understanding of construction methods and sequencing.
  • Experience working with JCT contracts.
