Job summary

O'Neill is seeking a Pre-Construction Manager within a Defence-focused division in the south of England. The role will coordinate policy and processes, manage design, contract risk, price scrutiny, and the programme to deliver for the client while protecting the business.

You will lead pre-construction from enquiry through mobilisation, coordinate with architects, MEP consultants, engineers and subcontractors, and align commercial and delivery teams to secure successful bids and project outcomes.

Qualifications

• General main contracting experience.
• Pre-construction management experience.
• Be currently employed by a main contractor.
• Be within commutable distance to Central London.
• Experience of planning, design management or bid management.

Responsibilities

• Lead the pre-construction process from enquiry to contract award and mobilisation.
• Review drawings, specifications, scopes and employer's requirements, identifying risks.
• Develop detailed pre-construction programmes, procurement strategies and execution plans.
• Coordinate with architects, MEP consultants, engineers and subcontractors for coordination.
• Manage subcontractor and supplier tendering, including enquiries and cost comparisons.
• Work with Commercial and Estimating to develop budgets, cost plans and tender submissions.
• Lead value engineering and buildability reviews for cost, programme and quality.
• Prepare tender submissions, methodologies, programmes and preliminaries.
• Attend and lead client, consultant and design team meetings as pre-construction contact.

Job description

Our client is a division within a large contractor, who specialise in Defence contracts over the south of England. They are looking for a Pre-Construction Manager with a general contracting background and varied project portfolio to step into coordinate and largely set up policy and processes. The role will include managing design, contract risk, making sure price is scrutinised and correct, the programme and how they will deliver for the client and also protect the business.

Responsibilities for this Pre Construction Manager role

• Lead the pre-construction process from initial enquiry, tender and bid stage through to contract award and project mobilisation.
• Review project drawings, specifications, scopes and employer's requirements, identifying design, programme, procurement, buildability and commercial risks.
• Develop detailed pre-construction programmes, procurement strategies, tender packages and project execution plans.
• Coordinate with architects, designers, MEP consultants, structural engineers and specialist subcontractors to ensure proposals are fully coordinated and deliverable.
• Manage subcontractor and supplier tendering, including issuing enquiries, reviewing returns, negotiating costs and preparing comparisons.
• Work closely with the Commercial and Estimating teams to develop accurate budgets, cost plans, value engineering proposals and tender submissions.
• Lead value engineering and buildability reviews, identifying opportunities to improve cost, programme and quality without compromising the client's requirements.
• Prepare and present tender submissions, methodologies, programmes, preliminaries and client presentations.
• Attend and lead client, consultant and design team meetings, acting as a key point of contact throughout pre-construction.
