Job summary

McLaughlin and Harvey WorkSpace seeks a Pre-construction Manager in Belfast to lead the estimating team, craft bid strategies, and oversee tender preparation for high-value projects.

You will manage risk, coordinate with commercial and estimating teams, and drive competitive pricing aligned with client expectations. A strong background in estimating or quantity surveying is essential for this role.

Qualifications

• Qualified to a high standard in Estimating or Quantity Surveying with proven relevant experience.
• Experience with estimating software packages.
• Experience on projects up to £30m and in fit-out/refurbishment sectors.

Responsibilities

• Lead and develop the estimating team to achieve business goals.
• Agree the Bid Win Strategy with the WorkSpace Board.
• Oversee the preparation of bids, ensuring accuracy and competitiveness.
• Develop a Bid Programme.
• Chair and attend tender progress meetings, internal and external.
• Identify risks and opportunities and address them.
• Review contract documents and align tender positions with teams.
• Develop strategies to secure competitive quotes based on market trends.
• Manage tenders from conception through to award and handover to commercial.
