Job summary

Harlow District Council is seeking an experienced Pre-Construction Team Manager to lead the Housing Capital Works team in early-stage development of refurbishment and component replacement works across occupied council homes. The role requires on-site presence 2–4 days per week in Harlow.

You will shape investment programmes before delivery, ensure schemes are scoped, designed, costed and compliant, and work with internal teams and external consultants to prepare projects for tender and delivery.

Qualifications

• Minimum 5 years' experience in a similar role with housing associations or local authorities.
• Proven track record managing housing refurbishment projects and contracts (£3–£5m).
• Experience managing a team including Project Managers and Resident Liaison Officers.
• Experience of KPI reporting, budget monitoring and monthly valuations.

Responsibilities

• Lead and manage the team to deliver outputs for residents and stakeholders.
• Ensure compliance with asset management regulations and regulatory obligations.
• Develop Major Works programmes using accurate data, systems and reporting.
• Contribute to budget planning, management and forecasting.
• Collaborate across teams to deliver required outputs for SHP and residents.
• Support service improvement projects delivering planned outcomes.
