Job summary

Matchtech is partnering with a leading water and wastewater organisation to recruit an Electrical Pre-Construction Engineer on a contract basis. The role focuses on delivering electrical and MEICA expertise during pre-construction, shaping cost, risk, procurement and delivery plans before site works commence.

Qualifications

• HNC or HND in electrical/MEICA, or related engineering discipline.
• Significant construction or engineering project delivery experience, preferably in water/wastewater or infrastructure.
• Strong electrical knowledge with MEICA interface management experience.
• Experience managing subcontractors and supply chain partners; good commercial awareness.

Responsibilities

• Provide and coordinate input across pre-contract phase of water projects.
• Manage MEICA elements of pre-construction activities across a portfolio of projects.
• Support development of target costs, risk registers, procurement schedules and delivery plans.
• Mentor and support Pre-Construction Engineers and Assistant Pre-Construction Engineers.
• Review design partner deliverables for contract, design and regulatory compliance.
• Coordinate client gate stage approvals and governance requirements.
• Plan pre-construction surveys, testing and inspections to support design development.
• Coordinate civil and MEICA interfaces and optimize solutions while maintaining standards.
• Manage large work packages through transition to operations team.
• Lead electrical AP responsibilities where required.
• Lead supply chain interfaces and assess quotations robustly.
• Contribute technical input to programmes, collaborative planning, buildability reviews, Temporary Works.

Job description

Our client, a leading organisation in the water and wastewater sector, is seeking a Pre-Construction Engineer (Electrical) to support the successful development and delivery of major infrastructure projects on a contract basis. The role will provide electrical and MEICA expertise throughout the pre-construction phase, helping to establish robust cost, risk, procurement and delivery plans before work begins on site.

Key Responsibilities

• Provide and coordinate operational and matrix input throughout the pre-contract phase of water and wastewater projects
• Manage the MEICA elements of pre-construction activities across a portfolio of projects
• Support the development of target costs, risk registers, procurement schedules and comprehensive delivery plans
• Manage, mentor and support Pre-Construction Engineers and Assistant Pre-Construction Engineers
• Review design partner deliverables to ensure compliance with contract, design and regulatory requirements
• Coordinate client gate stage approvals and internal governance requirements
• Plan and implement pre-construction surveys, testing and inspections to support design development
• Coordinate civil and MEICA technical interfaces, optimising solutions while maintaining compliance with relevant standards
• Manage medium to large work packages through to transition to the operational team
• Act as an electrical Appointed Person where required
• Lead supply chain interfaces, ensuring enquiries are suitably prepared and quotation returns are robustly assessed
• Provide technical input into project programmes, collaborative planning, buildability reviews and Temporary Works requirements

Job Requirements

• HNC or HND in an electrical, MEICA or related engineering discipline; a BEng or MEng would be advantageous
• Significant experience in construction or engineering project delivery and design, ideally within the water, wastewater or wider infrastructure sector
• Strong electrical engineering knowledge, with the ability to manage MEICA interfaces within complex projects
• Experience managing subcontractors, supply chain partners and significant work packages
• Good commercial and contractual awareness, including procurement and subcontract management
• Strong management, leadership, negotiation and problem-solving skills
• Excellent written and verbal communication skills, with a collaborative and client-focused approach
• Ability to work effectively across multiple disciplines and organisational levels
• Understanding of design compliance, regulatory requirements, construction planning and project governance
• Electrical Appointed Person experience or qualification would be advantageous
• SMSTS and CSCS certification would be beneficial
