Job summary

NTT DATA Europe & Latam seeks a PMO Lead Delivery Manager to orchestrate a PMO-as-a-Service across a complex project portfolio. You will provide governance, delivery assurance, portfolio oversight and executive reporting, while leading a five-person PMO team.

Job description

The PMO Lead Delivery Manager will lead and manage the delivery of a PMO-as-a-Service, providing effective governance, delivery assurance, portfolio oversight and executive reporting across a complex portfolio of projects and programmes.

The role will lead a team of five PMO Delivery resources, providing day-to-day leadership, direction, coaching and quality assurance while ensuring the PMO delivers a consistent, high-quality and value-driven service.

A key responsibility will be to lead the PMO as an outcomes-based service, with clearly defined deliverables, service outcomes, ownership, KPIs and measures of success. The role will ensure the PMO is measured not simply by the activities it performs, but by the tangible improvements and business value it delivers across portfolio governance, delivery performance, financial control, resource management, reporting and decision-making.

A critical aspect of the position is the ability to operate confidently with senior client stakeholders and leadership teams, translating complex portfolio information into clear executive insights, recommendations and decisions. The role requires exceptional communication, stakeholder management and presentation skills, with the ability to develop high-quality executive presentations, dashboards and management reporting.

What you'll be doing:

• Lead the day-to-day delivery of the PMO-as-a-Service, ensuring agreed services, responsibilities, KPIs and outcomes are consistently achieved.
• Own and lead an outcomes-based PMO service, ensuring each service area has clearly defined deliverables, expected outcomes, ownership, delivery milestones and measurable success criteria.
• Translate client objectives and PMO strategy into a structured service delivery plan, with clear deliverables and measurable outcomes for the PMO team.
• Establish clear accountability across the team so that every PMO deliverable has an identified owner, target date, expected outcome and agreed measure of success.
• Ensure the PMO demonstrates measurable client value through improvements in areas such as portfolio visibility, governance compliance, delivery predictability, financial control, resource management, data quality and risk management.
• Establish and maintain a PMO service scorecard covering deliverables, KPIs, service performance, portfolio health and improvement outcomes.
• Regularly review PMO outcomes with senior client stakeholders, demonstrating what has been delivered, the measurable difference achieved and the priorities for the next reporting period.
• Shift the PMO away from an activity-led or administrative model towards a proactive, insight-led and outcomes-focused delivery service.
• Ensure PMO reporting distinguishes between activities completed, outputs delivered, outcomes achieved and business value realised.
• Identify opportunities for continuous service improvement, automation, simplification and increased client value.
• Lead, manage and develop a team of five PMO Delivery resources, setting clear objectives, priorities and expectations.
• Translate service outcomes into individual and team-level responsibilities and deliverables.
• Allocate responsibilities and workload across the team based on portfolio priorities and resource capacity.
• Provide hands‑on guidance, coaching and mentoring to develop the team's project management, governance and stakeholder management capability.
• Conduct regular team reviews, one‑to‑ones and performance discussions.
• Review and quality‑assure outputs before presentation to senior client stakeholders.
• Create a high-performance culture based on ownership, accountability, collaboration and continuous improvement.
• Act as the escalation point for complex delivery, governance and stakeholder matters.

What experience you'll bring:

• Proven experience in PMO, Programme Management or Delivery Management within a complex environment
• Strong understanding of project and programme governance, controls and delivery assurance
• Experience managing budgets, forecasts, resource plans and delivery performance
• Strong risk, issue, dependency and change management skills
• Experience producing high-quality management information, dashboards and executive-level reporting
• Excellent stakeholder management skills, with the ability to engage and influence at senior levels
• Experience managing resources, capacity, utilisation and delivery priorities across multiple workstreams
• A strong focus on quality, continuous improvement and standardisation
• Experience working across Agile, Waterfall and/or hybrid delivery methodologies
• Strong analytical and problem‑solving capability, with the ability to use data to identify trends, risks and opportunities
• Excellent communication, presentation and facilitation skills
• Experience leading, mentoring or coordinating PMO professionals and project teams
• Strong client‑facing and relationship management capability
• Good understanding of IT, technology or business transformation environments
• Proficiency with Microsoft Excel and PowerPoint, with experience using tools such as Jira, Confluence, ServiceNow and/or Power BI desirable
• Experience in consultancy or client delivery environments
• Experience with commercial, supplier or contractual management
• Experience establishing, developing or improving PMO frameworks and ways of working
