Job description

PMO Analyst, Permanent, Hybrid, London

The PMO Analyst provides support to the Strategic Programme PMO Senior Manager and governance activities on our largest programme.

The role is responsible for ensuring the Pay.UK Change Framework is deployed by the Programme (The Change Framework provides the governance / standards that are designed to keep safe the investment in delivery of Pay.UK's strategy through the Change portfolio).

The role is accountable for providing EPO services to expected standards (more detail on what these services are in key accountabilities section below).

This senior analyst role will be vital to the smooth functioning of the Programme, that you are aligned to, with your knowledge and experience key to help deliver high quality governance, planning, control, and reporting outcomes.

Key Accountabilities

  • Accountable for the embedding of the Change Framework into Programme assigned to (e.g. NextGen).
  • Ensure adherence to framework by all colleagues through coaching and training and assisting the assurance approach.
  • Work cohesively with the PMO Senior Manager, Programme Manager, and Programme delivery team, constructively coach, support and advise internal stakeholders on programme delivery.
  • Highlights learning from the Programme assigned to and ideas for continuous improvement into Change Framework, PPM tooling and ways of working.
  • Facilitates user groups and feedback that enable continuous improvement within the Programme and / or Change Framework.
  • Day to day task management and coaching for the PMO analysts assigned to the Programme.
  • Assists the P3O - Senior PMO Governance Manager in building a community of PMO capability and capacity, developing a highly skilled and professional team.
  • Coach resources across teams in Change governance to establish a culture of best practice.
  • Champions change framework and promotes / enforces adoption and adherence.
  • Develops a structured approach to lessons learned reviews.

Skills, Experience & Qualifications

  • Relevant Change qualification or relevant experience.
  • Proficient analytical skills and the ability to interpret and translate data insights into business issues and support evidence-based decision making.
  • Planning skills and the ability to analyse complex requirements and translate them into effective plans / solutions.
  • Analytical skills – ability to undertake logical and complex analysis on disparate data sets, to lead to usable, value add conclusions.
  • Resilience and the ability to handle multiple priorities.
  • Effective communication and convincing abilities, understanding the difficulties senior leaders face to facilitate effective business led decisions.
  • Proficient user of tools including MS office suite, PPM tooling / Planview, MS Project, Jira and SharePoint.
  • Ability to write and present Executive and Board level papers and reports.
  • Experience of operating as a senior analyst within a complex delivery programmes, of significant scale and complexity.
  • Stakeholder management experience across the organisation.
  • Demonstrated experience in a PMO role.
  • A thorough understanding of the end-to-end change lifecycle, and ability to design and implement change processes, practices, documentation, and guidance that makes the complex simple, effective, and understandable.
  • Robust understanding of project management office competencies, including planning, tracking, reporting, managing risks, and escalating issues as necessary.
  • Advanced stakeholder management skills, including the ability to effectively communicate and convince, with negotiation and conflict management skills.
  • Assured in their understanding of best practices, capable of appropriately challenging others.
  • Extensive experience of core Microsoft Office tools, including: PowerPoint, Excel, MS Project, MS Teams & SharePoint.
  • Strategic problem-solving skills, including root-cause analysis and trend identification, with the ability to synthesise and logically structure information in a step-by-step way.
  • Resilient, well-organised, and able to prioritise, work, and adjust in a changing environment without day-to-day management.
  • Effective organisational skills with thorough attention to detail, quality assurance and control practices
  • Proficient secretariat skills (minutes, action capture etc).



Additionally, the following are beneficial, but not mandatory:

  • Experience of Portfolio management tools, such as Planview, ServiceNow Project Portfolio Management (PPM) etc.
  • Experience of tools such as ADO, JIRA or Confluence
  • Previous experience of administering Teams or SharePoint spaces
