Job summary

METLEN Energy & Metals is seeking a Permit to Work Officer for the Grid & Digital Solutions division, based at Torness, Scotland. You will administer the PTW system, review RAMS, and coordinate high-risk activities to ensure safe project delivery.

You will liaise with Construction, HSE, Commissioning and Client representatives, promoting a strong safety culture and continuous improvement within the PTW process.

Qualifications

  • Bachelor's degree in engineering, Health & Safety, construction management, or related field.
  • NEBOSH General Certificate or equivalent health and safety qualification.
  • Proven experience administering Permit to Work on major projects.
  • Strong knowledge of CDM Regulations and high-risk activity management.
  • Excellent English communication and stakeholder management.

Responsibilities

  • Administer, coordinate and maintain the PTW system across construction and commissioning activities.
  • Review and verify PTW applications with RAMS and approvals.
  • Issue, monitor and close permits per project procedures and HSE requirements.
  • Coordinate high-risk activities including excavations, hot works, confined spaces and lifting.
  • Ensure permit conditions are understood and followed by site personnel and subcontractors.
  • Lead daily PTW coordination meetings and manage SIMOPS to prevent conflicts.
  • Conduct site inspections to verify compliance with permits and safety standards.
  • Maintain permit registers and traceability for audits.
  • Support incident investigations and corrective actions on PTW activities.
  • Provide regular PTW performance reports and improvement actions.
  • Liaise with Construction, HSE, Commissioning and Client representatives to ensure safe delivery.

Job Description Permit to Work Officer 23/09/2026 Job Description:

We are currently searching for a Permit to Work Officer to join our Grid & Digital Solutions department, as part of the Thermal Power & HVDC division of Metlen, for the EGL1 Project, based in Torness, Scotland.

Your role will encompass:
  • Administer, coordinate, and maintain the Project Permit to Work (PTW) system across all construction and commissioning activities.
  • Review and verify Permit to Work applications, ensuring all supporting documentation, including Risk Assessments and Method Statements (RAMS), is in place and approved.
  • Issue, monitor, suspend, and close permits in accordance with project procedures and HSE requirements.
  • Coordinate high-risk activities, including excavations, hot works, confined space entry, lifting operations, electrical works, isolations, and work at height.
  • Ensure all permit conditions are fully understood and adhered to by site personnel and subcontractors.
  • Facilitate daily permit coordination meetings and manage simultaneous operations (SIMOPS) to prevent work conflicts.
  • Conduct routine site inspections to verify compliance with permit conditions, safe systems of work, and project safety standards.
  • Maintain accurate permit registers, records, and tracking systems to ensure full traceability and audit readiness.
  • Support incident investigations and corrective actions relating to permit-controlled activities.
  • Provide regular reports and updates on PTW performance, compliance trends, and areas requiring improvement.
  • Liaise closely with Construction, HSE, Commissioning, and Client representatives to ensure safe and efficient project delivery.
  • Promote a strong safety culture and proactively identify opportunities for continuous improvement within the PTW process.
What you bring to the role:
  • Bachelor's degree in engineering, Health & Safety, Construction Management, or related discipline.
  • NEBOSH General Certificate or equivalent health and safety qualifications.
  • Proven experience administering Permit to Work systems on major construction, energy, transmission, or infrastructure projects.
  • Strong understanding of CDM Regulations, safe systems of work, and high-risk activity management.
  • Experience controlling permits for electrical works, excavations, confined spaces, hot works, lifting operations, and work at height.
  • Excellent knowledge of risk assessment methodologies and hazard identification processes.
  • Strong communication and stakeholder management skills with the ability to influence safe working practices.
  • Highly organised with strong attention to detail and the ability to manage multiple priorities in a fast-paced project environment.
  • Proficient in Microsoft Office applications and electronic Permit to Work systems.
  • Experience within HVDC, power transmission, substation, or EPC projects will be considered a strong advantage.
  • CSCS card and relevant site safety training certifications.
  • Excellent command of the English language.
