Job summary

Metlen Energy & Metals is seeking a Permit to Work Officer for the Grid & Digital Solutions department, based in Torness, Scotland. You will administer the PTW system across construction and commissioning activities and coordinate high-risk tasks to ensure safety and regulatory compliance.

The role requires a engineering/health & safety degree, NEBOSH, and proven PTW experience on large projects. CSCS card and strong communication are essential for successful delivery.

Qualifications

• Bachelor's degree in engineering, Health & Safety, Construction Management, or related discipline.
• NEBOSH General Certificate or equivalent health and safety qualifications.
• Proven experience administering Permit to Work systems on major construction, energy, transmission, or infrastructure projects.
• Strong understanding of CDM Regulations, safe systems of work, and high-risk activity management.
• Experience controlling permits for electrical works, excavations, confined spaces, hot works, lifting operations, and work at height.
• Excellent knowledge of risk assessment methodologies and hazard identification processes.
• Strong communication and stakeholder management skills with the ability to influence safe working practices.
• Highly organised with strong attention to detail and the ability to manage multiple priorities in a fast-paced project environment.
• Proficient in Microsoft Office applications and electronic Permit to Work systems.
• Experience within HVDC, power transmission, substation, or EPC projects will be considered a strong advantage.
• CSCS card and relevant site safety training certifications.
• Excellent command of the English language.

Responsibilities

• Administer, coordinate, and maintain the Project PTW system across construction and commissioning activities.
• Review and verify PTW applications, ensuring RAMS are in place and approved.
• Issue, monitor, suspend, and close permits per project procedures and HSE requirements.
• Coordinate high-risk activities such as excavations, hot works, confined space entry, lifting, electrical works, isolations, and work at height.
• Ensure all permit conditions are understood and adhered to by site personnel and subcontractors.
• Facilitate daily permit coordination meetings and manage SIMOPS to avoid work conflicts.
• Conduct routine site inspections to verify compliance with permit conditions and safety standards.
• Maintain accurate permit registers, records, and tracking for traceability and audits.
• Support incident investigations and corrective actions related to permit-controlled activities.
• Provide regular reports on PTW performance, trends, and improvements.
• Liaise with Construction, HSE, Commissioning, and Client representatives for safe delivery.
• Promote a strong safety culture and identify opportunities for improvement within PTW.

We are currently searching for a Permit to Work Officer to join our Grid & Digital Solutions department, as part of the Thermal Power & HVDC division of Metlen, for the EGL1 Project, based in Torness, Scotland.

Your role will encompass:

• Administer, coordinate, and maintain the Project Permit to Work (PTW) system across all construction and commissioning activities.
• Review and verify Permit to Work applications, ensuring all supporting documentation, including Risk Assessments and Method Statements (RAMS), is in place and approved.
• Issue, monitor, suspend, and close permits in accordance with project procedures and HSE requirements.
• Coordinate high-risk activities, including excavations, hot works, confined space entry, lifting operations, electrical works, isolations, and work at height.
• Ensure all permit conditions are fully understood and adhered to by site personnel and subcontractors.
• Facilitate daily permit coordination meetings and manage simultaneous operations (SIMOPS) to prevent work conflicts.
• Conduct routine site inspections to verify compliance with permit conditions, safe systems of work, and project safety standards.
• Maintain accurate permit registers, records, and tracking systems to ensure full traceability and audit readiness.
• Support incident investigations and corrective actions relating to permit-controlled activities.
• Provide regular reports and updates on PTW performance, compliance trends, and areas requiring improvement.
• Liaise closely with Construction, HSE, Commissioning, and Client representatives to ensure safe and efficient project delivery.
• Promote a strong safety culture and proactively identify opportunities for continuous improvement within the PTW process.
