Job summary

Historic Environment Scotland is seeking a Performance Managerment Implementation Lead to drive the rollout of a new digital performance management framework. The position is based at Longmore House, Edinburgh, with hybrid working and a starting salary of £43,227 pro rata per year.

You will design, deliver and embed a culture-change programme across the organisation, lead a project team, and collaborate with policy leads to align performance with our People Strategy.

Qualifications

  • Experience designing and delivering performance management approaches.
  • Experience implementing digital performance management systems with technical partners.
  • Ability to deliver change management programmes in an HR/People context.
  • Strong analytical skills with ability to create management information and insights.

Responsibilities

  • Project manage and lead delivery and embedding of the Working and Growing performance framework.
  • Act as SME for the digital approach to performance management with the Agile team.
  • Seek feedback and drive continuous improvement of the framework.
  • Ensure alignment with policy leads and the wider People Strategy.
  • Design and deliver training to ensure adoption of the framework.

Working Hours: 35 hours per week

The post has been created to increase the organisation's focus on performance management, lead the introduction of a new digital solution and successfully embed our recently introduced framework, thereby driving colleague performance and ultimately helping to transform the culture and behaviours required of a modern public sector organisation. Key Responsibilities of this role
  • Project manage and lead the delivery, implementation and embedding of the Working and Growing performance management framework.
  • Act as the subject matter expert for the digital approach to performance management, working with a wider Agile project team.
  • Seek colleague feedback on the Working and Growing approach and system, leading a programme of continuous improvement.
  • Research external best practice to ensure our approach is aligned with industry standards and the HES People Strategy.
  • Support colleagues through the transition from paper-based processes to a new digital system.
  • Work with policy leads to ensure the performance management framework and HES behaviours align with wider policies and promote a culture of goal setting, review and development.
  • Design and deliver training to ensure colleagues are confident in using the framework, with HES behaviours embedded throughout the process.
  • Work closely with Developer as Subject Matter Expert to help design and develop reporting and management information, including creation of dashboards, to support performance management, culture and people strategy insights.
  • Provide a high-quality, customer-focused service to support colleagues through changes in processes and technology.
  • Lead enhancements to the Working and Growing approach over time, including alignment to the broader career and talent management initiatives as they continue to develop.
  • Working with Trade Union Partners to foster constructive dialogue and achieve positive outcomes for colleagues and HES.
Key Requirements of the role:
Essential:
  • Qualification in HR, Organisational Development or Organisational Psychology to SCQF level 9 or equivalent proven experience.
  • CIPD membership
  • Relevant experience designing and delivering performance management approaches, ideally with knowledge of project management principles
  • Experience acting as a subject matter expert and providing clear advice and guidance to colleagues
  • Experience implementing digital performance management systems in partnership with technical specialists
  • Experience designing and delivering change management programmes within an HR or People context
  • Strong analytical skills, with experience of creating and producing management information and insights
