Job summary

Liverpool City Council's Children and Young People’s Services is seeking a Performance and Intelligence Manager to lead analytics, performance reporting, and data insights across CYPS. You will develop analytical products and support evidence-based decision making for senior leaders.

The role focuses on managing a skilled Performance and Intelligence team, applying data, AI and digital strategies, and aligning with council data initiatives.

Qualifications

  • Experience in leading analytics or business intelligence teams is advantageous.
  • Strong stakeholder engagement and communication skills are essential.

Responsibilities

  • Lead on the development of analysis and analytical products for the CYPS Directorate, producing and presenting high‑quality insight, analysis and reporting that drives better outcomes for children and young people.
  • Manage and develop a skilled Performance and Intelligence team, shaping innovative approaches to using data, digital technology and AI for improved analysis and in line with the Council’s emerging Digital and Data strategies.
  • Support senior leaders, elected members and partners to establish performance frameworks, target‑setting arrangements and evidence‑based decision making across services.
  • Drive continuous improvement through intelligence, interactive reporting, and data‑quality helping deliver real‑time performance improvement and strategic change across Children’s Services as well as bringing together service, finance and HR data to provide a holistic picture of our impact.
  • It will be advantageous to have a good understand and experience in Children and Young People’s Services, in relation to processes, legislation and frameworks.

Liverpool City Council Children and Young People’s Services has recently undergone its Ofsted ILACS inspection, achieving a positive outcome across all four judgement areas (three judgement areas securing a ‘Good’ outcome), with inspectors praising stronger social work practice, a more stable workforce, and improved outcomes for children and young people and their networks. The Ofsted report specifically highlighted “improvements to Liverpool’s social work workforce, with the council moving from relying predominantly on temporary staff to employing a majority permanent workforce. Reduced workloads have enabled practitioners to develop more meaningful relationships with children and families, while social workers told inspectors they felt well supported and appropriately challenged by managers, with morale described as high.”

Jenny Glennard, Corporate Director of Children and Young People’s Services, said the inspection reflected both the commitment of the workforce and a renewed focus on children and young people’s experiences. “I am very proud of our workforce, our schools, and our partners who work tirelessly to support the children of the city. The role:

In this newly created role within Performance and Systems within Children and Young People’s Services, you will be responsible for the following:
