Job summary

VanRath Search & Selection is recruiting for a Belfast-based Public Sector organisation seeking a People and Organisational Development Lead. The role shapes strategic HR initiatives, develops workforce plans and drives talent development across the organisation.

You’ll lead the OD function, manage a people team and work with trade unions and senior stakeholders to embed policies, budgets and change programmes in a dynamic, collaborative environment.

Qualifications

• Significant experience in HR, organisational development or learning & development within a complex environment.
• Strong leadership and team management skills, with proven ability to develop strategic plans.
• Excellent stakeholder engagement skills, including working with trade unions and external partners.
• Knowledge of HR policies, legislative requirements, and best practice standards.
• Ability to develop and manage budgets and report on financial performance.
• Effective communicator, capable of presenting reports to senior leadership.

Responsibilities

• Lead the organisation’s People and Organisational Development function, setting strategic priorities.
• Manage the wider team, providing guidance, oversight, and performance management.
• Drive the development of a robust succession planning framework for critical roles.
• Manage theHR budgets, including forecasting, monitoring, and reporting.
• Support the embedding and review ofHR policies, maintaining compliance and supporting change management.
• Prepare strategic reports and recommendations for senior leadership and governance bodies.
• Build effective relationships with internal teams and trade unions.
