Job summary

Liverpool City Council is seeking an Office Manager to provide comprehensive executive support, manage diaries, coordinate senior level communications, and drive administrative improvements. The role includes supervising a small team within the Adult Social Care and Health Directorate.

The ideal candidate will have an NVQ Level 4 or equivalent, strong organisational and communication skills, and proven experience supporting senior leaders in a fast-paced environment.

Responsibilities

  • Provide comprehensive executive support, including proactive diary management and appointment preparation.
  • Manage senior officers' inboxes by organising and prioritising correspondence.
  • Coordinate work supporting the Deputy Chief Executive and Directors.
  • Prepare emails, reports and presentations.
  • Compile agendas and papers, monitor progress and actions.
  • Arrange and service meetings, both online and in person.
  • Liaise with senior officers, elected members and stakeholders.
  • Respond to FOI and Subject Access Requests per procedures.
  • Coordinate orders, invoices, travel and accommodation using corporate systems.
  • Identify opportunities to improve administrative processes and efficiency.
  • Supervise a small team of PAs, an Apprentice and Business Support staff.

Key responsibilities will include
  • Providing comprehensive executive support, including proactive diary management and preparation for appointments, meetings and events
  • Supporting the effective management of senior officers’ inboxes by organising and prioritising correspondence
  • Coordinating work and activities that support the priorities of the Deputy Chief Executive/ Corporate Director and Directors
  • Preparing and drafting professional emails, correspondence, reports and presentations
  • Compiling and distributing agendas and supporting papers, recording key actions and proactively monitoring progress
  • Arranging and servicing online and in-person meetings, including Directorate Management Team meetings and Cabinet Member briefings
  • Liaising professionally with senior officers, elected members, partner organisations and internal and external stakeholders
  • Responding to public and internal enquiries, including Freedom of Information and Subject Access Requests, in accordance with relevant procedures
  • Coordinating orders, invoices, travel and accommodation using the Council’s corporate systems
  • Reviewing and improving administrative processes, making effective use of technology and identifying opportunities for automation and greater efficiency
  • Exercising initiative and independent judgement to resolve issues, manage priorities and escalating or delegation
  • The role also includes managing and supporting a small team of Personal Assistants, an Apprentice and Business Support colleagues within the Adult Social Care and Health Directorate.
About you

We are looking for a proactive, highly organised and professional individual who can work effectively in a pressured and time-sensitive environment.

You will have:
  • An NVQ Level 4 qualification, an equivalent qualification or equivalent relevant experience
  • Experience of providing comprehensive executive support to senior leaders, including diary management, mailbox management, correspondence and action coordination
  • Experience of managing competing demands while maintaining accuracy and attention to detail.
  • Strong organisational, written and verbal communication skills
  • The ability to exercise initiative, solve problems and work with minimal supervision
  • Experience of developing or improving administrative processes and using technology to maximise performance
  • Confidence in liaising with elected members and public and private sector partners
  • A thorough working knowledge of Microsoft Office applications, including Outlook, Word, Excel, PowerPoint and Microsoft Teams
  • An understanding of confidentiality and the ability to handle sensitive information appropriately.
  • A flexible and proactive approach, with the ability to meet strict deadlines and respond to changing business priorities
  • Experience of supervising or coordinating the work of colleagues, organising complex meetings or events, and producing minutes, reports, agendas and presentations would support success in this role.
