Job summary

NHS Northamptonshire Integrated Care Board is seeking a Non-Executive Member for Finance and Contracting to provide independent oversight, challenge and assurance to the Board and committees. Our Chair, Anu Singh, and four Non-Executive Members have been appointed, and we are now looking to appoint an individual as the Non-Executive Member (NEM) and Chair of the Finance and Contracting Committee to our Integrated Care Boards. This is a crucial role on our unitary Boards, providing oversight, scrutiny, challenge, assurance, support and insight to our Boards and partners. Ensuring that all decisions are made in the interest of our patients and communities; this is an exciting opportunity to bring your talent and experience to impact on the future health, well-being and prosperity of our populations and those who serve them.

Main duties of the job

The role requires experienced board level leadership with a breadth of perspectives and a personal commitment to reducing inequalities.

We are seeking someone with significant board leadership experience, ideally inclusive of non-executive level.

Candidates should live in or have established connections with places served by the two ICBs. The post holder will bring independent oversight and constructive challenge to the priorities, plans and performance of the Executive Team, and promote informed, open and transparent decision-making.

You will have a key role in ensuring the voice and needs of patients and communities are central to the ICBs' discussions and decisions, so that strategies and services are inclusive and accessible to the whole population and deliver the best possible health outcomes.

As part of the newly formed cluster bringing together NHS Northamptonshire ICB and NHS Leicester, Leicestershire and Rutland ICB, staff are expected to work flexibly and collaboratively across organisational boundaries to support a joined-up approach to strategic commissioning and service improvement. There is an expectation of on patch working, with office bases at County Hall, Glenfield, Leicester and Haylock House, Kettering. Committee meetings and Boards take place at venues across the cluster.

Job responsibilities

As a Non-Executive Member, you will work alongside the Chair, other Non-Executives and Executives as an equal member of Boards meeting in common which will lead the cluster. You will be responsible for specific areas relating to board governance and oversight and will:

Work collaboratively to shape the long-term viable plan for the delivery of functions, duties and objectives of the cluster and for the stewardship of public money.

Have a collective responsibility with the other members of the Board to ensure corporate accountability for the performance of the organisation, ensuring its functions are effectively and efficiently discharged and its financial obligations are met.

Bring independent thought and respectful challenge to the plans, aims and objectives, and priorities of the cluster and champion the Boards approach to innovation and thinking outside the box.

Promote informed, open and transparent decision-making that facilitates consensus aimed at maximising outcomes for the population.

Ensure the Boards and Committees are effective and well led in all aspects and focused on the transforming toward the core purpose and functions of Strategic Commissioning; alongside immediate priorities of delivering 2025/26 final plan, operational and quality standards, and achieving the safe transition of functions to NHS England and providers as set out in the Model ICB Blueprint.

Be champions of governance arrangements, collaborative leadership and effective partnership working, including with local government, NHS Trusts, Primary Care, the Voluntary, Community and Social Enterprise sector (VCSE), and others.

Support the Chair and wider Boards on issues that impact development and delivery of cohesive and complementary work across the LNR cluster.

Play a key role in the Integrated Care Systems (ICSs) to ensure the cluster is well led, meets its statutory duties, building strong partnerships and governance arrangements with system partners, and assuming commissioning functions from NHS England.

Person Specification

Finance, Governance and Leadership

• Holding a relevant UK-recognised professional accounting or finance qualification, challenge and support through strong financial literacy, with experience of financial leadership or oversight in a large, complex organisation.
• Utilise existing knowledge, skills and experience in financial oversight and contracting to assess whether financial, contractual and market management/ development plans are evidence based and aligned with long-term system priorities, statutory responsibilities, and enable innovation and service transformation.
• Bring an understanding of NHS financial frameworks, resource allocation, and the relationship between finance, contracting, performance, and quality
• Contribute through existing skills at balancing financial stewardship with enabling investment in new models of care.
• Work alongside other Non-Executive Members and Executive colleagues as an equal member of the Board.
• Hold the Executive to account by providing purposeful, constructive scrutiny and challenge to shape and actively support a healthy culture of the cluster.
• Champion the standards in public life, upholding the highest standards of conduct and displaying the Nolan Principles of selflessness, integrity, objectivity, accountability, openness, honesty and leadership.
• Understand the strategic role of commissioning in improving population health outcomes, reducing health inequalities and promoting social justice.
