Job summary

Together Housing is seeking a Neighbourhood Officer to manage a patch of properties across Blackburn. This field-based role blends in-field work with home-based tasks, delivering high-quality tenancy management and strong customer support to build sustainable communities.

You will work with residents, partners and multi-agency teams to resolve issues, support tenancy sustainment, and safeguard vulnerable people. A full UK driving licence and access to a car are essential for this role.

Job description

We are looking for a Neighbourhood Officer to manage a patch of properties across Blackburn. This is a field-based role, offering a balance of home and community-based working, where you’ll play a key role in delivering high-quality tenancy management services, providing excellent customer support, and helping to build strong, sustainable communities.

You’ll work closely with customers, local partners, and stakeholders to resolve issues, support tenancy sustainment, and enhance community resilience.

The role covers properties across Blackburn so the ability to travel regularly throughout the area is essential.

• As a Neighbourhood Officer, you will leverage your expertise in general needs housing management and estate management standards. Key responsibilities include addressing anti-social behaviour (ASB), managing lettings and property exchanges, overseeing repairs, handling rent management, and ensuring safeguarding
• Collaborate with multi-agency teams and participate in meetings to improve community support and service quality while achieving performance goals.
• Advise residents on housing issues, including legal rights and tenancy responsibilities. Conduct property viewings and manage lettings according to policies. Serve as the primary contact for housing management, enforcing tenancy conditions for property and garden maintenance.

• Full UK drivers licence and access to a car as the role is field based
• Experience and knowledge of housing/ lettings or ideally social housing
• Demonstrating proven experience in dealing with the public both in person and over the phone, skilled in managing sensitive situations where individuals may be distressed, anxious, or reluctant to accept advice
• Strong face-to-face customer service skills and ability to handle sensitive information. Proven experience with diverse customers and effective situation management. Self-motivated with a solution-focused approach
• Personal resilience to manage a fast-paced, demanding role, juggling multiple tasks efficiently

• Starting salary of £33,758 per annum
