Job summary

Oldham Council invites applications to lead a national SEND reforms programme, working with the Programme Director to drive a multi-workstream team toward statutory milestones and improved outcomes for children and young people with SEND.

You will help develop systems, policies and collaborative processes, engage workforce and stakeholders, and establish robust governance and budgetary controls across the programme.

Qualifications

• Experience delivering complex organisational development/change projects.
• Proven ability to engage staff, partners, trade unions and other stakeholders.
• Ability to influence senior stakeholders to deliver change at pace and with purpose.

Responsibilities

• Lead a programme team to deliver SEND reforms within statutory timescales.
• Develop governance frameworks and documentation to ensure compliance with legislation.
• Plan and monitor project budgets, forecast resources and control expenditure.
• Lead on effective risk management and ensure delivery commitments are met.
