Job summary

McCarthy Recruitment Ltd. is seeking a Mobile Technically Competent Manager (TCM) to provide technical oversight and regulatory compliance across a portfolio of waste management sites in the North West and beyond.

The role involves regular travel and strategic advisory work while remaining close to site operations. The ideal candidate will hold a Level 4 WAMITAB qualification and have prior experience as a Technical Competent Manager or Deputy TCM, with strong knowledge of environmental permits,

Qualifications

• Level 4 WAMITAB Qualification (Non-Hazardous Waste Treatment, Transfer or Landfill) is essential.
• Strong understanding of Environmental Permits, EMS requirements and regulatory compliance.
• Comfortable working independently and managing priorities across multiple sites.
• Excellent communication and ability to influence and coach operational teams.
• Willingness to travel nationally with occasional overnight stays.

Responsibilities

• Provide Technical Competent Manager coverage across a portfolio of permitted sites.
• Support site teams in achieving and maintaining full permit compliance.
• Conduct site inspections, audits and compliance reviews.
• Ensure operations align with Environmental Permits, management systems and regulatory requirements.
• Coach and support site management on waste acceptance, record keeping and standards.
• Assist with incident investigations and continuous improvement initiatives.
• Review procedures and identify opportunities to improve compliance and efficiency.
• Support site managers during Environment Agency inspections and regulatory interactions.
• Maintain accurate TCM records and evidence of competence.
• Promote a positive health, safety and environmental culture.

Job Title: Mobile Technically Competent Manager (TCM)

Salary: up to £40,000 + company vehicle

Role: Permanent - Full time

Overview

We're recruiting for a Mobile Technically Competent Manager (TCM) on behalf of a growing and highly respected waste management business.

This is an excellent opportunity for an experienced waste, landfill, quarry or recycling professional looking to take the next step in their career. Rather than being tied to the day-to-day demands of running a single site, you'll work across a portfolio of operations, providing technical oversight, compliance support and TCM cover wherever it is required.

The role offers a unique opportunity to utilise your technical competence and industry knowledge in a more strategic, advisory capacity whilst remaining close to site operations. You'll work closely with site management teams, supporting operational excellence, regulatory compliance and best practice across multiple locations.

This position will involve regular travel across sites throughout the Midlands, North West, Yorkshire and Scotland, therefore applicants should ideally be based within easy reach of the motorway network between Birmingham and Leeds, with the North West particularly desirable.

Ideal Candidate

• Level 4 WAMITAB Qualification (Non-Hazardous Waste Treatment, Transfer or Landfill) is essential
• Previous experience operating as a Technical Competent Manager or Deputy TCM
• Background within waste management, landfill, quarrying, recycling, aggregates, minerals, or related sectors
• Strong understanding of Environmental Permits, EMS requirements and regulatory compliance
• Comfortable working independently and managing priorities across multiple sites
• Strong communication skills with the ability to influence, coach and support operational teams
• Organised and methodical approach to documentation, auditing and compliance
• Full UK Driving Licence
• Willingness to travel nationally with occasional overnight stays
