Job summary

The West of England Mayoral Combined Authority (MCA) is seeking a Business Case Lead to join the Mass Transit team in Bristol. The role focuses on developing a 15-year delivery plan and advancing initial projects, using HM Treasury Green Book principles and rigorous business case methods to secure progression and investment.

You will coordinate multidisciplinary inputs, engage high-level stakeholders, and manage monitoring and benefits realisation across the programme.

Qualifications

• Experience leading the development and assurance of business cases.
• Familiarity with HM Treasury Green Book principles and appraisal guidance.

Responsibilities

• Lead the development and assurance of robust business cases and investment propositions for the Mass Transit Programme, ensuring alignment with HM Treasury, DfT, regional and national priorities.
• Coordinate specialist inputs across transport, economic, engineering, environmental, commercial and financial disciplines to produce evidence-based, high-quality business case submissions.
• Manage stakeholder engagement with DfT, HM Treasury, assurance bodies, senior leaders and regional partners, leading workshops, presentations and governance reporting.
• Oversee programme monitoring, evaluation and benefits realisation, develop performance measures, manage consultants and provide assurance on outcomes, value for money and programme performance.
