Job summary

The West of England Mayoral Combined Authority is seeking a Business Case Lead for its Mass Transit programme. You will lead the development and assurance of business cases, aligning with HM Treasury Green Book principles and contributing to a 15-year delivery plan.

You will coordinate inputs across transport, economic, engineering, environmental, commercial and financial disciplines, and manage governance reporting with regional partners to attract investment and realise benefits.

The West of England Mayoral Combined Authority is recruiting a Business Case Lead for its Mass Transit team in Transport, a role tied to a regional mass transit network backed by significant funding. The post centres on building and assuring business cases under HM Treasury Green Book principles, alongside monitoring, evaluation and benefits tracking. It is distinct for its link to a 15-year delivery plan and first projects due within 4-5 years, with heavy engagement with DfT, HM Treasury and regional partners.

What the job involves

• Lead the development and assurance of business cases, applying HM Treasury Green Book principles
• Develop a 15-year delivery plan and advance the first projects within 4-5 years
• Lead robust business cases and investment propositions aligned with HM Treasury, DfT, regional and national priorities
• Coordinate specialist inputs across transport, economic, engineering, environmental, commercial and financial disciplines
• Manage stakeholder engagement with DfT, HM Treasury, assurance bodies, senior leaders and regional partners, including workshops, presentations and governance reporting
• Oversee programme monitoring, evaluation and benefits realisation, including developing performance measures
• Manage consultants and provide assurance on outcomes, value for money and programme performance
• Secure progression through assurance processes
• Build relationships with stakeholders to attract further investment
