Job description

MJ Church is a leading Civil Engineering and Earthworks contractor operating across England. We deliver projects valued between £100,000 and £60 million for public and private sector clients across diverse industries. Alongside our core construction services, we have a growing waste management business expanding across the Southwest and Wales.

Joining MJ Church offers an exciting and challenging opportunity for driven individuals seeking professional and personal growth in a dynamic, results-focused environment.

The Role

We are seeking an experienced and commercially astute Managing Quantity Surveyor to lead and support our Earthworks commercial operations.

Reporting to the Senior Commercial Manager, you’ll take responsibility for the delivery of all commercial functions within your schemes — from tender handover through to final account. You’ll play a key role in shaping the performance of the Earthworks department, supporting its continued growth and success.

This role requires a strong leader who can manage people effectively, provide sound commercial direction, and build lasting relationships with clients and partners. Occasional travel to project sites and offices will be required.

Responsibilities:

  • Lead, manage, and mentor the Earthworks Commercial Team.
  • Oversee the commercial performance of multiple projects from inception to completion.
  • Develop project budgets, resource-based cost plans, and cash flow forecasts.
  • Assume responsibility for all contractual issues that may arise including accountability for the resolution of contractual issues.
  • Ensure compliance with company policies and commercial governance processes.
  • Negotiate and manage subcontracts, including procurement and supply chain relationships.
  • Prepare and present monthly CVRs and commercial reports to senior management.
  • Identify risks and opportunities and implement strategies to maximise value.
  • Support tendering processes, pricing, risk reviews, and bid submissions.
  • Collaborate closely with project managers, site teams, and clients to ensure commercial success.
  • Drive value engineering and cost-saving initiatives across projects.
Who You Are

You are a confident, organised, and forward-thinking commercial professional. You combine strong leadership with hands-on experience managing major civil engineering or infrastructure projects. You’re proactive, commercially sharp, and enjoy mentoring your team to achieve the highest standards of performance.

Key Skills

  • Degree in Quantity Surveying or related discipline.
  • Professional membership (RICS, CICES, or equivalent) preferred.
  • At least 10 years’ experience in Civil Engineering, including at least 3 in a senior or management role.
  • Proven experience managing commercial functions on civil engineering or infrastructure projects.
  • Excellent understanding of standard forms of contract, ideally NEC.
  • Strong financial, analytical, and problem-solving skills.
  • Skilled in MS Office and cost management systems.
  • Strong communicator with effective stakeholder management and negotiation skills.
  • Full UK driving licence.
