Job summary

Odfjell Technology is seeking an LOLER Inspection Technical Authority to join the Rig Inspection Services team in the UK. You will provide independent technical governance for lifting equipment thorough examination across RIS UK, ensuring safe, auditable delivery and compliance with LOER/PUWER and UK guidance.

The role requires extensive lifting equipment inspection experience, leadership in competence schemes, and the ability to support incident investigations while maintaining independence and

Qualifications

• Minimum 10 years’ lifting equipment experience with at least 5 years in a senior role.
• Strong knowledge of LOLER, PUWER, and UK guidance for lifting operations.
• Experience developing examination schemes and defect dispositions.
• Ability to lead competence assurance for inspection personnel.

Responsibilities

• Provide independent governance for lifting equipment thorough examination across RIS UK.
• Establish compliant examination arrangements for onshore and offshore delivery.
• Ensure safety, auditable delivery and regulatory reporting quality.
• Maintain interfaces between dutyholder, Technical Authority, and inspection teams.
• Support incident investigations and communicate technical learnings.
• Advise on new equipment specs, life-cycle changes, and decommissioning.

A vacancy has arisen for the position of LOLER Inspection Technical Authority as part of our Rig Inspection Services (RIS) Team.

The key responsibilities of this role include, but are not limited to, the duties outlined below:

• Provide independent and authoritative technical governance for lifting equipment thorough examination and associated lifting assurance across RIS UK
• Establish, maintain and assure compliant examination arrangements for onshore, offshore and client-site delivery
• Protect the independence and impartiality of thorough examination and statutory reporting
• Ensure safe, consistent, technically sound and auditable delivery across all authorised equipment classes
• Maintain clear interfaces between dutyholder, Technical Authority, Regulation 8 lift planner, Regulation 9 competent person, inspectors and execution teams
• Provide management assurance on legal compliance, inspector competence, report quality, defect control and overdue examinations
• Operate within the written appointment and secure specialist support where requirements exceed authorised scope
• Provide technical assurance for crane examination, proof/load testing and special tests, including review of OEM instructions and acceptance criteria
• Advise on new lifting equipment specifications, modification, management of change, decommissioning and life-cycle integrity
• Participate in incident investigations; identify technical causes and communicate learning

The Successful Candidate Must Have The Following

• Higher technical education (HNC/HND, degree or equivalent) in mechanical, structural, marine or related engineering discipline. Equivalent demonstrable competence and experience may be accepted through documented assessment
• Minimum 10 years’ experience in lifting equipment, crane, rigging or inspection activities, including at least 5 years in a senior technical, supervisory or assurance role
• Practical and theoretical knowledge of each lifting equipment category within the written appointment, sufficient to detect defects and assess their significance for safety
• LEEA Diploma modules in Lifting Accessories, Manual Lifting Machines, Powered Lifting Machines and Supporting Structures
• Experience developing, approving or reviewing written schemes of examination, examination methodologies, Reports of Thorough Examination and defect dispositions
• Experience in designing, implementing or maintaining competence assurance schemes for inspection personnel, including defining competence criteria, structuring progressive training and assessment programmes, conducting competence reviews, and verifying ongoing proficiency across lifting equipment inspection disciplines
• Detailed working knowledge of LOLER 1998, PUWER 1998, HSE L113, HSE L22 and associated UK guidance
• Offshore certification: UK Medical, survival and MIST
• Rope Access: Minimum IRATA Level 1 with 3 years’ experience
