Job summary

Kamma is hiring a Licensing Applications Service Manager to own how our licensing service is delivered, from invoicing through to licence issuance and upload into KammaSuite.

You will lead Licensing Applications Administrators, ensure accuracy and compliance, and drive the service as we scale. The role requires strong licensing knowledge, process design chops, and excellent stakeholder management.

Qualifications

• At least 3–4 years leading a team in operations, compliance or high‑volume admin with strong targets.
• Exceptional attention to detail and quality control.
• Strong knowledge of property licensing and local authority processes or ability to learn quickly.
• Excellent relationship skills with colleagues, customers and council officers; boundary management.
• Experience designing or improving processes and workflows.
• Strong written and verbal communication skills.
• Ability to manage multiple priorities independently with shifting priorities.
• Comfortable working with ambiguity as the service scales.

Responsibilities

• Own end‑to‑end delivery of every licence application from invoicing to licence issuance and upload to the KammaSuite.
• Coach, develop and manage Licensing Applications Administrators; run short daily/weekly check‑ins.
• Ensure GDPR compliant submissions through rigorous audit processes to protect customers and Kamma.
• Own team KPIs and ensure targets are met; intervene early if needed.
• Keep knowledge base current on how licensing requirements vary by council.
• Handle complex or escalated cases with direct liaison to council officers.
• Help refine the service by spotting efficiencies and coordinating with the Licensing Product Manager.
• Balance hands‑on work with governance through audits, KPI tracking and leadership.

The Opportunity

If you take pride in running an operation so smooth the customer barely has to think about it, this is a rare chance to own one end to end. Our licence application service takes on the hard, time‑saving job of getting properties licensed for letting agents and landlords, and it is growing fast. We are looking for a Licensing Applications Service Manager to own how that service is delivered: from the point an application is invoiced and ready to start, through to the licence being issued and uploaded into the Kamma Suite platform. You will lead a team of Licensing Applications Administrators, guarantee every submission is accurate and compliant, and keep making the service slicker as we scale it. You own the operation; our sales team drives its growth; together we turn a painful, risky task into something our customers trust us to handle completely.

What You Will Do

• Own the end-to-end delivery of every licence application, from invoiced and ready to start through to the licence being issued and uploaded into KammaSuite.
• Lead, coach and develop the Licensing Applications Administrators, running short daily and weekly check-ins to keep work moving and unblock the team.
• Guarantee accuracy and GDPR compliance through a rigorous audit process, so no submission ever puts a customer, or Kamma, at risk.
• Own the team’s weekly and monthly KPIs, making sure the targets are hit and stepping in early when they are not.
• Be the team’s expert on how licensing requirements differ from council to council, keeping the knowledge base current as the rules change.
• Handle the complex, high-risk and escalated cases yourself, liaising directly with council officers to resolve unusual applications.
• Keep making the service slicker: spot efficiencies, tighten integration with our software, and shape new features, working closely with the Licensing Product Manager.
• Process a defined, capped share of live applications, so you stay close to the work, while audit, KPIs and team leadership always come first (this hands‑on share reduces as the service scales)

What You Bring

• Essential:
• At least 3-4 years managing or leading a team in an operations, compliance or high‑volume administrative function, with a track record of hitting service and quality targets.
• Exceptional attention to detail and a rigorous approach to accuracy and quality control.
• Strong working knowledge of (or a demonstrated ability to quickly learn) property licensing and local authority application processes.
• Strong relationship skills and the emotional intelligence to work well with colleagues, customers and council officers, and to hold clear boundaries when the operation needs protecting.
• Experience designing or improving processes and workflows.
• Strong written and verbal communication skills.
• Comfortable working independently and managing multiple priorities across a team.
• Comfortable with ambiguity and shifting priorities: we are scaling, and the role will grow as the service does.

Desirable But Not Essential

• Experience within property licensing, lettings, property management, or housing compliance.
• Experience working with UK local authorities, in particular web portals and public‑facing interfaces.
• Familiarity with tools such as Google Workspace.
• Experience running audits or quality assurance processes.
• Experience partnering with product teams to shape process or tooling improvements.
