Job summary

North Lincolnshire Council is seeking an exceptional Lead Officer – Highways to head frontline highways services across the region, delivering safe, resilient and customer-focused transport networks.

You will lead multidisciplinary teams, manage budgets, drive service improvement and ensure governance and compliance, while developing policies and strategic plans. Flexible and hybrid working is available with relocation support and LGPS benefits.

Qualifications

• Experience leading frontline highways services, ideally in local government.
• Experience in Highway Maintenance, Winter Service, Surfacing, Drainage and NRSWA.
• Experience managing multidisciplinary teams, budgets, procurement and contracts.
• Strong reporting, governance and policy implementation skills.

Responsibilities

• Provide strong operational leadership across a diverse range of Highway services.
• Ensure services are safe, efficient, customer-focused and deliver value for money.
• Lead, motivate and develop multidisciplinary teams.
• Drive service improvement, innovation and performance.
• Manage budgets, resources and operational risk.
• Maintain high standards of health and safety, environmental management and service delivery.
• Build effective relationships with residents, elected members, businesses and partner organisations.
• Lead the development and implementation of service plans, policies and operational strategies.
• Ensure robust governance, compliance and assurance arrangements are in place.
• Support emergency response and standby arrangements when required.
