Are you looking for an opportunity leading a team of experienced technology infrastructure specialists and being involved supporting investigations, working closely with law enforcement and government partners.

Covert Operations, Digital Exploitation (CODE) is part of HMRC’s Fraud Investigation Service (FIS), which tackles the most serious cases of tax evasion and fraud. CODE provides advanced covert tools and technology to support investigations, working closely with law enforcement and government partners.

This job role sits within the CODE Technology team which is part of the Capability, Development, Infrastructure and Innovation (CDI2) team and works with key partners to maintain, develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.

As a Lead Infrastructure Engineer, you’ll play a crucial role in delivering FIS’s infrastructure strategy. This is a fantastic opportunity for a proactive and innovative tech leader. You’ll manage infrastructure services, lead skilled technical teams, and oversee key resources, projects, and finances. It’s a dynamic, rewarding role offering real impact.

Key responsibilities include:

  • Leading and managing technical teams to deliver secure, scalable infrastructure solutions.
  • Designing, maintaining and supporting on-premises infrastructure aligned with strategic goals.
  • Providing leadership and technical support to engineers across multiple sites.
  • Managing third-party services and helping develop infrastructure solutions across the product lifecycle.
  • Sharing technical knowledge (Infrastructure, Networks, Cisco, VMWare, Virtualisation, Scripting), mentoring others, and raising engineering standards.
  • Encouraging a culture of shared responsibility between infrastructure and software engineering.
  • Promoting best practices, capability development, and regulatory compliance.
  • Ensuring secure, resilient systems across all security classifications.
  • Supporting staff development and offering clear career pathways.
  • Communicating clearly across teams and presenting data effectively.

As a member of the Government Digital and Data profession, you’ll have access to tailored training, industry qualifications, and flexible working options in an inclusive, supportive culture.

You must be skilled in and provide evidence of the following:

  • Leading engineers in agile, multi-disciplinary teams skilled with experience and/or knowledge in Cisco, VMWare, Virtualisation and Scripting.
  • You must be skilled in leadership and have expertise of leading, supporting, guiding, and providing oversight to technical Engineers across multi-disciplinary teams within an agile environment.
  • Designing and maintaining data centres and on-premises systems with appropriate risk and complexity.
  • Applying and ensuring adherence to design standards, tools, and methods.
  • Reviewing and improving system designs and integrating diverse technologies.
  • Establishing and managing service lifecycle standards and procedures.
  • Leading system and acceptance test planning across functions.
  • Identifying process improvements and shaping best practice.
  • Sharing knowledge and expertise within the engineering team and community.
  • Knowledge/Exposure of network security across government classifications

Alongside your salary range of £56,344 (Manchester)

A Civil Service pension with an average employer contribution of 28.97%

We offer a generous leave allowance, starting at 25 days and increasing by a day for every year of qualifying service up to a maximum of 30 days.

To work for HMRC’s CODE Technology team and to meet the security requirements you must be a British Citizen or hold UK Dual Nationality. This role requires Developed Vetting (DV) security clearance, and any job offer is conditional on this level of attaining security clearance and is mandatory to be held before you can take up duty.
